Governance Problems And Countermeasures On Illegal Construction Of S Town In SiChuan

With the rapid development of my country's economy and the continuous advancement of the urban-rural integration process,a wide variety of illegal buildings have appeared throughout the country.These illegal buildings are affected by various factors such as historical reasons,urban and rural construction planning,systems and interests.It is difficult to eliminate them,which makes it difficult for the government to manage illegal buildings,and it also brings harm to social order,market environment,and ecological resources.The management of illegal buildings in towns and villages has become an important research content of urban and rural development.This article uses the interview method to interview the management personnel and management objects of illegal buildings in S town to understand the basic situation of illegal town construction management in S town.Then the author selects7 natural village illegal buildings found in S town from 2016 to 2019 as investigation and research Objects,combined with local rules and regulations,through reference to the relevant research results of domestic and foreign scholars,investigate the illegal building status in the area,comprehensively analyze the specific characteristics of these illegal buildings,the causes of formation and the governance mechanism of illegal buildings in S town,and finally select S Five types of related groups in the illegal construction of towns,namely villagers,investors renting villagers' houses,village group leaders,township functional departments,and township governments,analyze the different subjects represented by these groups,combine communication theory and stakeholder theory,and analyze various behaviors Subjects play different roles in the formation and governance of illegal buildings,so as to discuss how to do a good job in the management of illegal buildings at the township level,so as to achieve the purpose of preventing illegal buildings from occurring and controlling the increase of illegal buildings.Through research,the author found that there are four main reasons for planningdelay,unsound governance mechanism,insufficient communication quality and efficiency,and lack of restrictions in the governance of illegal buildings in S town.Based on this,the author analyzes and proposes the following countermeasures:(1)Accelerate the introduction of villages Planning;(2)Improve governance system and mechanism;(3)Improve communication quality and efficiency;(4)Strengthen interest restriction.
