Nuclear power plants are facilities for generating electricity by using nuclear energy.Because nuclear fuel is radioactive,all nuclear power construction projects need nuclear safety reviews to ensure public and environmental safety.Nuclear safety review process is a typical project communication process,that is,the applicant needs to communicate with the NNSA about the safety of the project in order to obtain regulatory approval and issue a license.The smooth communication determines whether the power plant can obtain a permit on time and allow construction.Before the Fukushima nuclear accident,it was relatively easy to pass the nuclear safety review because of the mature design and supervision of PWR nuclear power plants.But after the Fukushima nuclear accident,construction projects are facing a sudden escalation of censorship requirements.Due to the inadaptability to the sudden increase of regulatory requirements,the safety review process of Fuqing Project is tortuous,which greatly prolongs the review time and pays a large cost for nuclear safety improvement.As the EPC general contractor of nuclear power,CNPE not only needs to complete the nuclear safety review on schedule,but also needs to control the project cost and improve the economy.Therefore,it is necessary to study the communication barriers of the project in order to provide a reference for the successful evaluation of the follow-up project.Based on the above purposes,this article through the general theory of communication management,construction project communication management theory literature reading,and combined with the characteristics of the industry,the Fuqing project security review process was analyzed to find out the communication barriers.It is believed that lack of correct knowledge of nuclear safety review,neglect of prior communication,neglect of written communication and face-to-face communication are the main obstacles to communication.At the same time,there is a lack of economic considerations.Through qualitative analysis,expert discussion and other scholars' research,this paper makes further analysis of these obstacles,finds out the reasons for their existence and puts forward corresponding solutions.Detailed communication norms have been formulated,including: facing up to and making full use of security review,establishing communication mechanism in advance,attaching importance to the quality of response sheets and dialogue and communication.These schemes have been implemented in the subsequent Tianwan project and achieved some results,which verifies the effectiveness of the scheme.In addition,this paper studies how to balance economy and security in safety communication as EPC project general contractor.It is considered that the optimal design of value engineering theory can be properly applied to reduce project investment and improve project economy without reducing nuclear safety.It has been verified in the follow-up Tianwan project and achieved good results.These suggestions provide a certain reference value for follow-up projects,and help to improve the standardization level of safety audit and project economy.
