Nuclear energy as a clean and environmentally friendly energy synonymous,has obvious advantages in solving the problems of rapid growth of energy demand and low pollution emission.Especially in the environmental degradation and haze frequent current,the development of nuclear energy for human beings lit up the hope of green future.But the history of the three nuclear accidents caused by the tragedy,or let the atmosphere of nuclear fogs continue to increase.In particular,after the Fukushima nuclear accident in Japan in 2011,the development attitude of nuclear power has become more cautious,restrained and rational,and it is more urgent to ensure the safe and peaceful use of nuclear energy.At present,China is the largest developing country,but also followed the United States,France,Japan after the world's fourth largest nuclear power country.The number of nuclear power units in the construction of the highest in the world,accounting for the number of nuclear power plants in the world about 40%,has become the world's fastest growing nuclear power of the country.The development of nuclear power has not only met the increasing demand for energy in China,but also alleviated the severe situation of conventional energy and the severe situation of per capita shortage.It has become an important measure to achieve environmental protection and greenhouse gas emission reduction.Overall advantage is obvious.So how to ensure the maximum degree of nuclear safety,the elimination of the people's fear of terror,for China,such as a seek industrial restructuring and energy transformation of the developing countries is essential,to be resolved.China 's "long-term nuclear power development plan(2011-2020)" stressed:"safety is the lifeblood of nuclear power,the development of nuclear power must ensure that environmental safety,public safety and social harmony in the first place.High level of nuclear safety supervision is to protect the safety of nuclear power development important long-term starting point.In recent years,China's nuclear safety supervision capacity has been continuously improved,and gradually formed a three-dimensional,fine regulatory system,and achieved good results.But the lack of short-term adverse effects also exist,need to identify the problem,pay attention to effectiveness,pay close attention to reform.At the same time,people in the past nuclear accidents are also warning us that relying solely on regulation is not enough,people's nuclear safety awareness,nuclear safety concepts and insights are in addition to advanced technology and management,the protection of nuclear safety more advanced Line of defense.The term "nuclear safety culture" was placed in a higher position after the Fukushima accident.The construction and propaganda of nuclear safety culture has become another good medicine to enhance our nuclear safety supervision ability,and will run through nuclear safety supervision.This paper looks at the basis of reviewing the background,state and trend of nuclear power development,and summarize the experience of nuclear safety supervision in foreign major nuclear power powers.This paper analyzes the current situation of China's nuclear safety supervision ability and draw the strengths for my use.And then through the questionnaire,the nuclear safety supervision and technical support staff and ordinary people as the interview population,to understand their understanding of nuclear power development,nuclear safety supervision,nuclear safety culture awareness,to further clarify the direction and feasibility of nuclear safety regulatory efforts.At the end of this paper,the author gives the general idea of improving the nuclear safety supervision ability of our country,analyzes the positive significance of the nuclear safety culture construction boosting the nuclear safety supervision ability.And puts forward the "dripping" fusion of nuclear safety supervision and nuclear safety culture,gives three key starting points to promote the construction of nuclear safety culture.Finally puts forward eight suggestions for the improvement of China's nuclear safety supervision ability.
