Enterprise safety management is a complex and huge system engineering. Nowadays, with the nuclear power station actively trying to enhance the safety management level, varieties of popular safety management systems are being widely used internationally. However, as these safety management systems were originally designed for the mining industry, there are inevitably some limitations, which had little function on nuclear power industry. But the risk-based and people-oriented management thinking as well as the systemic and normative method was worth learning. Therefore, it’s the target of the paper to build a practical and operational safety assessment and safety management system, which is based on risk management and covers all aspects of nuclear power plant renovation project, in light of excellent safety management thinking, both home and abroad.The paper, Firstly, started from the height of nuclear safety, summarizing the status of nuclear power plant management and pointing out the shortcomings of nuclear power plant safety management, in terms of laws, regulations and regulatory agencies. Subsequently, it collected the status quo of internal and external safety management as well as inside and outside of the industry. Beyond that, it summed up the basic knowledge of safety management related to the thesis, so as to complete the study on the safety of nuclear power plant renovation project evaluation systemIn this paper, the basic principles and ideas of safety management were used to establish aresearch perspective and nuclear power plant safety evaluation system of reconstruction projects. Through the comparison of evaluation methods commonly used in the nuclear power station, the thesis constructed renovation project indicator assessment system, and it took the example of a renovation project to assess the safety of a nuclear power station by way of fault tree analysis, then it introduced the method of how to use Petri network to calculate simulation fault tree minimal cut sets. Subsequently, it inferred a simple remodeling of the implementation security of the project by the reliability of the fault tree simulation by Monte Carlo. Finally, the thesis did a thorough research on the safety management system of reconstruction project of the nuclear power station; moreover, it completed a nuclear power plant engineering practice of freshwater plant renovation.
