The Research On Development Strategy Of The Navigation Guarantee Centre Of North China Sea

Advancing along with the development of maritime power strategy,port construction scale expands unceasingly,circum-Bohai-sea region economy rapid development,port vessel traffic continued to increase,The Navigation Guarantee Centre of North China Sea security work put forward higher requirements.It is an indispensable part of maritime security work to provide information on navigation for water activities and help the ship to reach the destination safely,quickly and accurately.After decades of development,the north sea beacon increasingly reasonable layout,integrated navigation service system gradually formed,but there are some outstanding problems,such as the imbalance in the structure of personnel and facilities aging,and so on,these problems has become a bottleneck restricting the development of AIDS to navigation industry,influence the navigational beacons external service quality and level,needs to solve.In this paper,The Navigation Guarantee Centre of North China Sea beacon business as the research object,using the analysis methods such as PEST and porter five model combining the AIDS to navigation industry situation of north sea maritime security center of the external environment analysis and research;It also analyzes the internal environment of beihai maritime security center from the aspects of institution setting,navigation environment,human resources,hardware condition,management system mechanism and core competitiveness.On this basis,using the SWOT analysis method to analyze the north sea beacon navigation security center business advantage,experienced,high customer satisfaction,science and technology innovation achievements of many,qualification only),weaknesses(service object and the traditional way,structural imbalance,aging equipment and facilities),opportunity(good macro environment is good,"separating"),threat(psu reform),matching the four alternative strategy,through the comparison and analysis,decision SO growth strategy,work out suitable for AIDS to navigation business development strategy.Finally,the implementation of the strategy puts forward six measures,such as the ability of people,complete equipment,scientific and technological innovation,sound mechanism and comprehensive service.
