Effectiveness Evaluation’s Research Of Aids To Navigation In The Area Of TianJin Port

With coordinated development of Beijing-Tianjin-Hebei, construction of free-trade area and the national independent innovation area, development of Binhai new area, and implementation of major strategic "One Belt One Road", Tianjin has entered the important historical opportunity and expanded development in the five strategic.At the same time,with rapid economic development of Bohai’saround region, wideningof the coastal ports’ construction, increasingly complex of maritime traffic environment, service of aids to navigationplays more and more important role in the marine traffic safety.The above situation requires administration to establish service system of aids to navigation in order to ensure marine traffic safety, maintain and manage effectively in aids to navigation, and promote service ability of navigation.As a research object on layout of aids to navigation in the area of Tianjin, Tangshan, and Caofeidian port(one hundred tons), this paper applys method of fuzzy comprehensive evaluation toappraise the effectiveness evaluation of aids to navigation in the area of TianJin, Tanshan, and Caofeidian ports. Based on full analysis of service level, technology, management, and maintainance of aids to navigation, this paper put forward the optimizingsuggestions of layout of aids to navigation, combining with ports’ planning, marine traffic flow, and users’ comments. These suggestions will heip to improve better service and effective management of aids to navigation in the area of Tianjin, Tanshan, and Caofeidian ports.
