| Yantai Aids to Navigation Department,full name of Yantai Aids to Navigation Department,North China sea Navigation Guarantee Center of Ministry of Transport,is a public welfare institution under the Maritime Safety Administration of Ministry of Transport.It is responsible for the installation and maintenance of public aids to navigation in the jurisdiction for marine vessel safety.It provides aids to navigation service,covering the southern coast of Bohai Sea and Yellow Sea from Yellow River estuary to Rushan bay,covering the northern and eastern coastal areas of Shandong Province.Navigation guarantee service refer to the technical support and support service provided by navigation guarantee units to service objects(users)such as aids to navigation,maritime surveying and mapping,and maritime communications.In order to further separate political affairs,the Maritime Safety Administration of Ministry of Transport has comprehensively and deeply promoted the reform of the navigation guarantee since 2018,which is the biggest reform of the navigation guarantee.At the same time,various maritime activities such as shipping and transportation,tourism,marine pastures,and offshore wind power have been fully carried out,which put forward higher demand for navigation guarantee service for coastal aids to navigation management departments.After 40 years of development,Yantai Aids to Navigation Department has increasingly standardized its internal construction.Number of aids to navigation has increased significantly,and its reputation in the industry has increased significantly.However,in face of new development situation and needs of users for navigation guarantee service,Yantai Aids to Navigation Department has exposed certain problems,which restrict further development and need to be further resolved.This article adopts the main methods of literature research,comparative analysis,induction and deduction,based on public management theories such as public goods theory and new public service theory,combined with the situation of Yantai Aids to Navigation Department,and drawing lessons from the advanced experience of aids to navigation management departments at home and abroad,and proposes to further improve the navigation guarantee service of Yantai Aids to Navigation Department.This article starts with the measures and results achieved of Yantai Aids to Navigation Department navigation guarantee service,points out the existing problems,and analyzes the causes of the problems.At present,there are mainly problems such as the navigation guarantee service lagging behind regional development,insufficient navigation guarantee service capabilities,single navigation guarantee service method,and uneven quality of navigation guarantee service.This article then studies the advanced practice of aids to navigation management departments at home and abroad,sums up the experience gained,and proposes measures to further improve the navigation guarantee service of Yantai Aids to Navigation Department.This article believes that at present,the first is to enhance service awareness,improve services from top to bottom,clarify the goals of high-quality service,and enhance staff awareness and level of service.The second is to improve service capability,strengthen the emergency response capability of navigation guarantee,cooperate with the construction of operation ships for navigation guarantee,and build a special regional base for navigation guarantee.The third is to enrich service methods,strengthen foreign exchanges and cooperation,strengthen the application of new materials and technologies,and strengthen the inspection and testing center.The fourth is to ensure the quality of service,promote standardized navigation guarantee service,improve the navigation guarantee quality management system,and track the development of the international navigation guarantee situation.A series of measures have been taken to further enhance the navigation guarantee service of Yantai Aids to Navigation Department. |
