A Study Of The Evaluation And Improvement Countermeasures Of The Development Plan Of Navigation Guarantee Institutions

With the smooth ending of the 13th five year development plan and the orderly opening of the 14th five year plan,governments at all levels and all walks of life have started the summary and evaluation of the development plan for the past five years,and drew up the development plan for the next five years.Navigation guarantee institutions undertake the important responsibility of providing services for the safe navigation of port waters under their jurisdiction.How to scientifically evaluate the implementation effect of the development planning of such institutions,find out the problems,put forward improvement measures of next five-year plan,play a leading role of the planning,and improve the public service ability of navigation guarantee has become a major issue faced by navigation guarantee institutions.This thesis takes the 13th five year plan of T aids to navigation department as the study object,using literature analysis and other methods,combined with strategic management theory.By combing the implementation of the development planning of the public institution,constructing the evaluation model of the development planning objectives’ realization degree,and calculates the degree of realization of the overall objectives and sub indicators.It is found that the overall objectives’ degree of realization reaches the "excellent" level,but the sub indicators is varies considerably,and even there are some "very poor" indicators.Based on the calculation and analysis of the target realization degree,further analyzes and summarizes the problems existing in the development planning formulation and implementation process of the institution with the help of the questionnaire.Finally,it puts forward improvement countermeasures from the aspects of carrying out preliminary investigation,judging the development situation,clarifying the guiding ideology and planning principles,planning development tasks,and formulating support measures,so as to provide management ideas and decision-making reference for numerous navigation guarantee institutions to improve the quality of development plan,realize the high-quality development of navigation guarantee.
