| With the rapid development of information technology like Internet,Internet of Things and Cloud Computing,we have been entering the era of big data.The original industrial data-set can be processed and analyzed through big data technology to support accurate forecasting and scientific decision-making.The application of big data can promote reform innovation of industry development and social process.Navigation guarantee is important,basic and strategic resource,designed to ensure waterway transportation system to run stably.During the "Thirteenth Five-Year Plan" period,China will accelerate the pace of building navigation guarantee service capability,which require to promote the standardization,informatization and intelligentization of development and build a modernized and integrated service system with the need of users.Modern navigation guarantee service maintain a huge number of authoritative maritime-related data resources.Based on data analysis technology,we can extract powerful available information and provide it to decision-making and process optimization to promote the efficient operation of navigation guarantee service.In the era of big data,it is needed to be solved urgently how to make the basic data of navigation guarantee valuable and promote the development of navigation guarantee management mode.In this paper,we first introduce the related concepts of navigation guarantee,big data and intelligent maritime.Then we discuss the related theories of new public service and big data and the research results on big data application in maritime field at home and abroad Then,from the aspects of data distribution status,information service bearing status,data interaction,data management and business application of navigation guarantee,we carry out detailed analysis about the development status of big data application of the Navigation Guarantee Center of North China Sea(NGCN).In order to explore the problems and shortcomings of the big data application in NGCN,we use the method of questionnaire survey and comparative analysis.Firstly,a questionnaire survey was carried out to sort out and summarize the feedback problems within center and its affiliates,from the levels of thinking consciousness,specification and standard,institution and process,technology and talent,management and communication and public service.Based on the result of survey,we analyze the essential reasons.Then,based on the problems and deficiencies,we do research on the practice of authoritative maritime organizations at home and abroad in the application of big data and summarize the lessons learned from them.Finally,according to the shortcomings of big data application in NGCN currently,combined with the advanced experience of domestic and foreign maritime institutions,we explore the approaches of the big data application in NGCN and put forward corresponding countermeasures and suggestions. |
