Study On Governance Of Water Environment In Kaijiang River,Zhongjiang,Sichuan

In March 2014,General Secretary Xi Jinping put forward the water governance idea of "water conservation first,spatial balance,systematic governance,and efforts of both aspects(government and market)",which pointed out the direction for strengthening water governance and ensuring water security.As well,it is a scientific guide for sound river governance work.In this day and age,with the staggering steps of economy and society,water environment problems are turning increasingly complex and diversified.Therefore,the importance of river governance is ever escalating.In this paper,a typical case of river governance of Kaijiang River in Zhongjiang County is studied.Focusing on the urgent requirement and prior practice of promoting water ecological governance,the theoretical method of integrated governance of urban and rural rivers is discussed,and is of strong theoretical and practical significance.This thesis first of all introduces the background and current situation of river governance of Kaijiang River in Zhongjiang County,Sichuan Province,the theoretical and practical achievements of the academic community on river governance are collected and organized to define the core concepts of river,governance and river governance based on a review of relevant literature.From the rights and responsibilities of multiple subjects,mechanism of collaborative governance,patterns of social governance,based on the theory of multiple governance,collaborative governance and sustainable development,this paper adopts literature analysis,comparative analysis,empirical analysis and other research methods to analyze the problem existing in Kaijiang river,including the low rate of the publicsatisfaction and participation,the "indiscriminate occupation,mining,piling and construction" of rivers and lakes,high governance cost,variety of river pollution sources the "dirty,messy and poor" water environment of rivers.Then,focus on the issues of "how to uplift the satisfaction rate and participation rate of the public,how to efficiently manage the river chaos,and how to ensure the cleanliness and unobstructed flow of the river",this paper explore the governance path of "pollution source reduction and solid remediation effect" of urban and rural rivers.According to the study,it is illustrated that,firstly,based on the analysis from the rights and responsibilities of multiple subjects,river governance needs to clarify the respective functional responsibilities of multiple subjects.It is necessary to enrich the way of governance,promote the transformation of single governance body to comprehensive linkage,and promote the work in an efficient and orderly manner.Secondly,based on the analysis from the mechanism of collaborative governance,the subjects involved in river governance should be built into a collaborative and cooperative order relationship.In the process of governance between the subjects should collaborate with each other and complement each other to ensure that the river is clear and open.Thirdly,Based on the analysis from the patterns of social governance,the government should drive social forces to participate extensively in water governance,so that the public could share the results of water governance.In this way,people’s sense of happiness could be improved effectively,thus the satisfaction and participation rate in water governance could be further raised.
