Research On The Coordination Mechanism Of International Transboundary River Basin Governance:Background,Framework And Effectiveness

Water does not stop flowing for political boundaries.Various contradictions arise when free flowing water encounters the unshakable national territory.Due to the characteristics of water resources-indispensability,inequitable distribution,deficiency and shared use,riparian countries have to seek coordination between safeguarding their basic rights and national development,and maintaining state relations and regional stability.Taking "the coordination mechanism of international transboundary river basin governance" as the research object,this paper sets state actor as the basic research unit,observes the interactive process of the riparian countries to solve the transboundary water resources problem,summarizes and clarifies the coordination mechanism that countries form in this process based on the relevant theories of international relations and international mechanism.This paper,separated into three parts,expounds the formation background,form and operation of the coordination mechanism.The first part teases out the problems in the governance of transboundary river basin and the histories of the contradictions between countries,which explains the origin of the coordination mechanism.The second part explains the concept logic,rule logic and method logic behind the transboundary coordination actions based on three levels which are international system,international norm and international mechanism,and probes into how international anarchy,international and regional water laws,international institutional arrangement can set up the coordination framework of transboundary river basin governance.In third part,this paper attempts to find the factors that affect the effectiveness of the coordination mechanism,and tries to define them from respect of national interests,regional structure and external intervention.In case analysis,this paper examines the actual situation of the coordination mechanism in specific international transboundary river basins,expounds the development context,and the influence of each factor on the effectiveness of the mechanism,with the purpose of a more comprehensive explanation of the coordination mechanism of international transboundary river basin governance.
