A Study Of Cross-horizontal-sector Cooperation Mechanism In River Governance In Qingpu District

River ecological environment is not only an important natural resource,but also a public product.Qingpu District is located in the Taihu Lake of the Yangtze River Delta and many crisscrossed rivers in its territory.It is an important ecological protection land and drinking water source protection area in Shanghai.Improving the rivers governance ability will help to achieve the sustainable economic and social development in Qingpu and contribute to the construction of an ecological civilization so as to satisfy the people's expectation of "lucid waters and lush mountains." In the context of a high degree of mobility in modern society,the river ecology in Qing Pu becomes all kinds of public problems of complex complexity,rapid change and mutual entanglement multiply.The causes and solutions to this complex series of public issues are diverse and require concerted efforts by different organizations.In recent years,it can be concluded from the practice in Qingpu District that the traditional cooperation mechanism is increasingly difficult to meet the current demand for river management.As a result,the issue of cross-horizontal-sector cooperation mechanism discussed in this article has arisen.This article is divided into four parts.The first part is introduction,base of the article.The introduction mainly uses the literature research method?First the article defines the core concepts of river regulation and cross-horizontal-sectoral cooperation.The cross-horizontal-sectoral cooperation in river regulation referred to in this paper mainly refers to the cooperation among the departments within the same local government in the ecological environment of the river.Second is the systematic introduction of the theoretical support of the research topic in this paper-the theory of holistic governance.Based on the theory of holistic governance,this paper summarizes the "holistic governance framework" and provides the analytical framework for the research of the following chapters.The second part is to sort out the development and status quo of cross-horizontal-sector cooperation mechanism in river governance in Qingpu district.From the historical perspective,the second part sorts out the forms of cross-horizontal-sectoral cooperation mechanism in river governance in Qingpu District,and finds out the influencing factors and developmental logic from the evolution of forms.Better explain the background of cross-sectoral cooperation mechanism in Qingpu District river governance,and clarify the development path.The next part analyzes the present performance and characteristics of the cross-horizontal-sectoral cooperation mechanism in river governance in Qingpu District.Through the "fragmentation authority" to provide targeted,that is,value and ideas,resources and power distribution,policy formulation and implementation aspects,the author from the leadership,organization and operation of the three levels to build an analytical framework.By means of example analysis,data analysis,interviews and field investigation,the performance characteristics of cross-horizontal-sectoral cooperation mechanism in current Qingpu river governance are fully presented.The forth part combines the development and status quo to analyze the underlying causes of the current cross-horizontal-sectoral cooperation mechanism dilemma in river governance in Qingpu District.The original intention of cross-horizontal-sectoral cooperation mechanism in river governance is to overcome the problem of divisional management in the traditional management system.However,currently,horizontal cooperation mechanisms mostly rely on traditional bureaucratic authority.This contradiction has caused the cooperation mechanism tolack the necessary consultation and planning.Dilemmas in the leadership,organization and operation comes,and restricting the further development of cooperation mechanism.The forth part tends to build a method of holistic governance.Linking theory with practice,use the study of dilemmas above as targets.Combining the construction theory of the holistic governance with the reality of river governance in Qingpu District.On the basis of perfecting the existing cross-sectoral cooperation system,putting forward effective measures and means for improvement and continuously filling the whole system of river governance cooperation has certain practical significance for the future development of river governance.
