With the rapid growth of China's expressway construction mileage,the system construction of expressway operation enterprises with toll management as the core emerges as the times require,especially the importance of performance management in line with market economy is becoming increasingly prominent.This paper takes SY high-speed operation management company as the research object,analyses the problems existing in the development of expressway toll station performance management in China,and tries to optimize and improve the performance appraisal system of toll collectors on the basis of the existing performance management system of SY company,with a view to providing valuable suggestions for improving the performance management level of toll stations.The main work is as follows:Firstly,through the analysis of the status quo of performance appraisal of fee collectors in SY High Speed Management Operating Company,it is found that there are unreasonable evaluation indicators and weights in the performance appraisal system,low participation of fee collectors in the performance appraisal process,single performance appraisal method and strong subjectivity in the performance appraisal system and the performance appraisal process currently implemented by SY High Speed Management Operating Company.Secondly,in view of the existing problems,we redesign the performance appraisal index and weight of the charge group leader by using the balanced scorecard,redesign the performance appraisal index and corresponding weight of the charge group leader based on the key index method,and redesign the new appraisal standard,and build a new performance appraisal system on this basis.Then,based on the PDCA cycle design performance appraisal process,the performance appraisal of SY company is optimized and improved;then,according to the actual situation of SY company,corresponding safeguards are put forward from the aspects of corporate culture,organizational system,incentive measures to ensure the smooth implementation of the improved performance appraisal scheme;finally,the expected implementation of the optimized performance appraisal system is carried out through a questionnaire survey.The effect was evaluated.
