In recent years,along with the domestic and international economic changing,and the continuous development of market economy,they make the competition more fierce and let the domestic enterprises face more cruel challenge.The railway transport industry,which is called “Artery of the national economic development”,is not optimistic as well.Influenced by the depressed economy and the capacity-cut policy,the demand of transport market has reduced.In addition to the competition of road transport,it makes the railway transport industry face worse situation.The Heilongjiang Railway Group Co.Ltd,which is invested and held by the committee of supervision and administration of national asset,is a large-scale railway transport company.But Its work efficiency and market competitiveness has reduced seriously,and the revenue keep dropping enormously.it is all because of the outdated management methods and the lack of modern management concept.So,the company is eager to find a solution which can make it get rid of the dilemma.The performance appraisal is just a effective method which can improve the work efficiency and market competitiveness,it has always been playing a important role in the operation and management.This paper focus on problem of performance appraisal of Heilongjiang Railway Group Co.Ltd.Based on related theory and actual situation of the company,this paper will find the problems in the performance appraisal.And give countermeasures after systemic analysis.The content as follow: Firstly,it will describe the background and the meaning of this research,and analyze the performance appraisal theory and the research status in nowadays.Secondly,based on the status of the company and the performance appraisal,this paper will describe and analyze the problem.Thirdly,with the clear principle and method,combining with strategy of the company,this paper will describe how to use BSC to design the appraisal indicator.Furthermore,it will improve the process.Finally,this paper will give the implementation planning and support measurement in order to implement successfully. |
