A Special Equipment Safety Supervision Inspection Institute(hereinafter referred to as A Special Inspection Institute)is a high-level scientific research talent team.In the wave of reform of institutions,the market competition is becoming increasingly fierce,and A Special Inspection Institute will also face more severe challenges.Therefore,to study a set can mobilize the enthusiasm of the staff of the whole institute and enhance the inspection income.A scientific and standardized performance appraisal system is very necessary.At present,there are many problems in the examination of Special Inspection Institute A,which fails to fully exert the effectiveness of the examination.Therefore,the redesign of performance appraisal system is very necessary for A Special Inspection Institute.This paper takes the performance appraisal of the staff of Special Inspection Institute A as the research object.Firstly,it introduces the research background and significance of this paper,and comprehensively reviews the research status of performance appraisal at home and abroad,and expounds the research methods,research ideas and framework of this paper.Then it summarizes the meaning of performance and performance appraisal,clarifies the theoretical basis of performance appraisal and the basic principles that should be followed,and introduces several commonly used performance appraisal methods.In the third section of this article,the author introduces the organization,business process,personnel nature,income and quality management system of A Special Inspection Institute,analyses the current situation of performance appraisal of staff in A Special Inspection Institute,uses questionnaire survey and symposium exchange were used to analyze the existing problems in the current appraisal,and the causes of the problems are analyzed.The analysis of the causes of the problems lays a foundation for the establishment of a scientific and rational performance appraisal system.Chapter Ⅳ clarifies the principles of performance appraisal system design,and demonstrates the applicability and feasibility of 360 degree appraisal method in Special Inspection Institute A by comparing several performance appraisal methods.Based on this method,a new appraisal system is designed,and the relative importance of employee’s appraisal index and each index is determined by Delphi method.Combining with the basic principle of analytic hierarchy process,the weights of appraisal subject and each appraisal index are calculated,and the performance appraisal of business personnel and management personnel is designed according to post differences.At the same time,the application of the assessment cycle and results of different posts,as well as the feedback and communication during the whole assessment process are determined.The fifth chapter of this paper puts forward the implementation opinions and safeguards for the current performance appraisal system,and also introduces the achievements achieved at present.At the end of the article,the author summarizes and puts forward the prospect.The paper combines the concept of 360-degree performance appraisal method with the actual situation of A Special Inspection Institute,which provides a new way of thinking for performance appraisal of scientific research-oriented institutions,and is conducive to promoting the overall level of performance appraisal of institutions.
