The Exploration And Practice Of County Space Synergetic Planning Under The Background Of Rural Revitalization

The 19 th National Congress proposed the strategy of rural revitalization,highlighting the important position of the countryside.Traditional villages are important representatives of the countryside,so the protection and development of traditional villages is the pioneer of implementing the rural revitalization strategy.At the same time,under the background of comprehensive and deep reform,institutional reform and planning department restructuring have posed new requirements for optimizing the planning system of traditional villages.Enhancing the synergy among traditional villages at the county level is the key to urban and rural development,and a strong guarantee for the continued protection and organic development of traditional villages.At present,there are few studies on the synergetic planning of county space in traditional villages,and there is no relevant planning practice.Based on the county area and taking the traditional village as the basic unit,this study starts from the problem orientation,integrates the synergy concept,and constructs a synergetic planning system integrating governance,industry,ecology,culture and life.This is to realize the organic integration of the traditional villages,and promote the sustainable development of traditional villages under the overall synergy of the county.The thesis is divided into five parts.The first part interprets the problems existing in traditional villages and research significance.It sorts out and summarizes the existing achievements of relevant traditional villages at home and abroad,and constructs the research methods and framework of the thesis.The second part is theoretical foundation.It illustrates the theoretical significance of traditional villages,rural revitalization and synergetic planning,and the relationship among the three.In the third part,the framework of the county space synergetic system of traditional villages has been constructed from three aspects: overall planning,implementation and support.Among them,the overall planning framework refers to the interpretation and analysis of relevant planning at the county level,and clarifies the connection relationship;the implementation framework refers to the governance dimension,establishes the boundary system,synergetic platform and multi-dimensional synergetic cooperation;the supporting framework is to establish the county space supporting system of traditional villages from two levels of functional positioning and multi-dimensional synergy.In the fourth part,the traditional villages in Yanshan County are selected as typical cases to analyze the problems in planning and synergy at the county level and the existing problems in the traditional villages.At last,to cope with the traditional village problem in Yanshan County,the study combines the constructed implementation and supporting framework at the county level to substantiate the content of the synergetic system in Yanshan County.
