Research On Problems And Countermeasures Between Provincial Spatial Planning In H Province

As a key measure for the country to implement macroeconomic regulation and control,space planning plays an important role in the development,utilization and protection of national land space.However,due to some contradictions and conflicts between various plans,a series of problems such as chaotic land development,inefficient use and destruction of the ecological environment have been caused.In response to these problems,the state has made a series of deployments,the 19 th National Congress of the CPC and the State Council’s institutional reform programs have specifically proposed to focus on solving the overlapping problem of space planning.The provincial level,as a key link,studies and proposes solutions to the provincial spatial planning problems,which is of great significance for implementing the central reform requirements,improving the government’s governance capacity and space utilization efficiency,and protecting and improving the ecological environment.In this paper,the prominent contradiction between human and land H province as an example,the general of H province development planning,land use planning,urban system planning,ecological environment protection planning,such as the four important class space planning basic situation to carry on the research and comparative analysis,points out the planning in the implementation period,between the base data,land use classification,controls four aspects,such as inconsistent problems,After in-depth study,it is found that the main reason for the problem is that the planning is not unified in four aspects: management agencies,technical specifications,superior planning,laws and regulations.At the same time,this paper also studies some domestic and foreign space planning,such as the European Union,the United States,Japan,hainan,ningxia and so on,and summarizes the advanced experience that can be used for reference in five aspects,such as planning concept,management mechanism,standard specification,application of science and technology and legal basis.Through the study and summary,in view of the problems existing in the H province between the space programme and reason,on the basis of learning advanced experience at home and abroad for reference,the integrated use of stiglitz’s theory of government intervention and the wholeness of pollitt governance theory,the paper from the further strengthening of planning management,strengthening the overall governance capacity point of view,puts forward the relevant planning involves the department responsibility,the related regulations,technical specifications and integrated planning content,and establish a unified management institutions,laws and regulations,standards,and four concrete countermeasures such as space planning,A systematic approach and method to solve the problem between the provincial spatial planning of H province has been formed.
