Research On GH's Optimization Of EPC Project Final Document Management

Project final documents are documents which are directly generated during the construction of the project.It can provide verification,reference and utilization for subsequent operation.It is also a reliable basis for operation,maintenance,overhaul and expansion.At the same time,the project which is not qualified by the archive acceptance is not allowed to pass final acceptance.In project construction,engineers focus more on entity construction and progress,insufficient emphasis on final documents management,insufficient resources input,and lack of overall planning,which leads to more problems in the management of final documents.GH company as an enterprise engaged in the EPC project of nuclear power,therefore,needs to improve its capacity in managing the final documents of EPC project so as to meet the owner's and national authority's requirements on acceptance of the files and to form its core competitiveness in the industry.This thesis takes Haiyang phase I project as the research object.It is a study on GH's effort in optimizing of its final documentation management of EPC project.It also proposes final documentation management Optimization plan and safeguard measure.Firstly,this paper makes some introductions about involved theories,References,regulations and standards including EPC project management,EPC project management of nuclear power,final documentation,Which lays foundation for analyzing the problems of GH's EPC project final documentation management and proposing solutions.Secondly,this thesis also reveals the status quo of final document management of the Phase I Project by GH and analyzes a number of typical issues.It is found that systematic optimization is required in consistency control and quality management of the final documents.In view of the problems identified in management of the final documents and the causes,this thesis proposes the General Thought of Final Document Management Optimization and a package of solutions which are highly feasible.To archive consistency of final documents,they are controlled at different stages,including pre-work stage,construction stage,completion and acceptance stage,as-built drawing preparation stage,and final document filing and turnover stage.The work contents,responsibilities and interfaces of each stage are detailed to realize the complete management of final documents based on the project business system and process.With respect to quality management,optimizations mainly include improving final document management system,developing diverse controls,establishing performance evaluation and accountability system,and enhancing lessons learned program.The implementation of the final documentation management optimization needs a variety of safeguard measures,including:listing final document management as an aspect of contract management;organizing all concerned parties to establish a mechanism for management of final documents;promoting personnel training and qualification to ensure that the personnel engaged in final document management are qualified for the work;Cultivating a high level nuclear safety culture.The completion of the implementation of final document management optimization plan will help GH company to achieve the whole process management of final document based on business systems and processes,improve Document integration management,standardize the final document management and effectively meet the requirements of national standards for the final documentation management and quality.
