Planning Strategy Based On POE For Chinese Barroque Block In Daowai District In Harbin

The Chinese Baroque Historic block is located in the Daowai District of Harbin.It is one of the birthplaces of modern Harbin,formerly known as "Fu Jia Dian".In Harbin,there is also a saying that "first there is Fu Jia Dian,then came Harbin".However,with the rapid development of urban construction in Harbin in recent years and the improvement of the living standard of urban residents,the living facilities and the way of living used by the residents living in the historical blocks are gradually unable to keep up with the pace of urban development.Therefore,in 2007 and 2010,the Harbin municipal government divided the Chinese Baroque historical blocks from the first and two stages,and completed the project in 2010 and 2012,respectively.However,in this process,for a variety of reasons,the aborigines in the Baroque historic district were relocated,the rest of the buildings were refurbished into commercial streets: the hardware facilities were completely new,but the block seemed to have lost the once prosperous and lively;the rate of refurbished buildings was not ideal.In the face of this situation,it is necessary and necessary to evaluate the Chinese Baroque historical blocks which have already completed the protection plan or protect the renewal.This paper takes the Chinese Baroque historical block in Harbin as the research object.Through the use of literature survey,field investigation and questionnaire survey,this paper analyzes the advantages and disadvantages of the Chinese Baroque historical block,and explores the future direction of the development and improvement of the Chinese Baroque block,and explores the protection and transformation of historical blocks.The details of the process need to be paid attention to.In the process of evaluation,this paper adopts the combination of quantitative and qualitative analysis.Through the analysis and induction of the interview results and research results,the quantitative and qualitative analysis results are summarized,and the strategies and suggestions for the redevelopment of Baroque historical blocks are made.During the first and two phase of the protection and transformation of Baroque historic blocks,there are many problems,such as cultural separation,low rate of shop entry,low popularity and so on.The purpose of this paper is to find out the reasons for the above problems through the post use evaluation of the blocks,and to improve it.At the same time,similar problems can be avoided in the upcoming follow-up project of the Baroque historic block transformation.Therefore,the government should not only clear its own guiding position,guide and supervise the process of the reconstruction of the block correctly,but also have to give the public the process of commercialization and citizenization to the public by appropriate decentralization.At the same time,we should strengthen the construction of the public participation system and the platform,and use the new technology and the new side.The law consummate the link of public participation so that more people – the government,the managers of the block,the original residents and new ones running businesses here-are able to participate more in the transformation of Baroque Historical Blocks in person.
