With the development of our society and economy into a new normal stage,more and more cities change the development pattern from incremental planning to Inventory planning.Urban renewal has becoming an upsurge within the inventory planning.In the existing residential area,homeowners have independent property rights which makes the renewal activities more difficult and complicated.It is important to improve the policy-making and institutional design for the large-scale community renewal with a large umber of stakeholders.In one hand,this thesis focuses on the the administrative approval system of adding elevators to existing residential buildings based on extensive field research.On the other hand,according to the cooperative relationship among residents and actual situation,the paper provides the empirical evidence for the improvement of policy-making through collecting the data by questionnaire to understand the varies opinions from different people and with the guidance of theories to analyse the three-year implement of the policy comprehensively.The detailed content as follows,Firstly,it aims to understand and analyse the implementation of the policy through organizing the complaints since the announcement of the policy of adding elevators to existing residential buildings in 2009 and doing a field research on the construction of the elevators.Then,through the data collection of questionnaire data analysis to learn the cooperative condition among residents on dding elevators to existing residential buildings and find out the factors which affect the cooperative behavior including willingness of collaboration and organization significantly.Thirdly,based on the empirical data and the guidance of theories,it aims to explore the nature and dilemma of the cooperation of residents and find out a way to release the contradiction caused by adding elevators.Finally,making some discussion on policy-making and residents' cooperation behavior of urban community renewal according to the study.And exploring the dilemma and countermeasures on urban community renewal work.In the meanwhile,proposing some suggestion for the improvement of policy including standardized administrative approval system,institutional innovation and Community building on the basis of the research results and conclusion.
