With the further development of aging progress, more and more people who lives in multi-storey buildings without elevator enter into the phase of old age. Walking upstairs and downstairs becomes a heavy burden which they have to face in their daily life. The difficulty of taking stairs makes them unwilling to go downstairs and participate in activities, especially for the very elderly. It really has a serious impact on the living quality and health of the old people. Therefore, adding elevators to existing residential buildings turns into an increasingly focused social problem.This article bases on the research result of the predecessor, gives an analysis on collective action property and atypical public goods nature of adding elevators to existing residential buildings under the background of aging from the point of view of public management. Moreover, it goes deep to analyze dilemma of adding elevators to existing residential buildings with collective action theory. The author integrates Olsen and Ostrom theoretical analysis framework about collective action. First, from the level of storied building, presents the interactive process and existing problem of impelling adding elevators project by collective action. Second, from the aspect of public administration, comes up with the interaction among government, community organization and residents in adding elevator event, analyzes the impact on residents self offering public goods by collective action with government institutional supply. Third, points out the block of residents adding elevator by collective action, indicates the same collective action secondary dilemma of adding elevators to existing residential buildings.To sum up, government institutional supply plays a key role on promoting residents carrying out collective actions successfully. This article proposes the government-oriented strategy of breaking through collective action dilemma of adding elevators to existing residential buildings, which includes institutional supply based on collective action rules, governmental service based on collective action costs and third-party evaluation collective action efficiency.
