Along with the general improvement of social economic development level, housing construction in China has gradually from 70's-80's of the economic model to the late 90's well-off level, improving and enhancing the quality of existing housing is residents' basic demand. Due to reasons in the past, many residential buildings in China are not equipped with elevators. As China is becoming an ageing society, the issue of adding elevators to existing residential building is attracting more and more attention of the people, especially those middle or senior age people who live in buildings without elevators. It becomes a social problem that desperately needs to be addressed. However, there are many problems in the elevator installation process, such as social, economic, legal problems and so on, which leads to the job of adding elevators a slow progress. It is of great significance to find a way to build, with the government's rational guidance, an effective,long-term mechanism, and use firm policy to guide residents, so that massive old building household can enjoy the conveniences of adding elevator, ultimately keep the fairness of benefit distribution and maintain a harmonious, stable society.This paper summarizes the latest researches made on adding elevators to existing residential buildings home and abroad, and uses for reference the successful experiences of adding elevators policies and the system operation in some countries and regions to build, within the actual context of Guangzhou's adding elevators to existing residential buildings. In this way, the paper provides theoretically and practically a scientific foundation on which the government can promote the work of adding elevators to existing residential buildings.Firstly, the paper studies the theoretical mechanism of adding elevators to existing residential buildings and borrows ideas from practices home and abroad. The theoretical base of this paper is decided after the summary of research results achieved by Chinese and foreign scholars.Secondly, the paper analyzes the condition of adding elevators to existing residential buildings of Guangzhou. An investigation of the desires of such people is made as the foundation of the paper's empirical research, which mainly uses the approach that combines quantitative analysis and qualitative analysis. The results are used for cross section analysis and comparative analysis against the in-depth interview results. Through the analysis above, we get a clear picture of the condition of adding elevators to existing residential buildings, as well as other comments and suggestions of residents living at different floors, which will be an important basis on which future adding elevators work may be developed.Thirdly, the paper analyzes the proplems of adding elevators to existing residential buildings in Guangzhou. Based on the empirical analysis , some successful experiences of adding elevators and problems in the elevator installation process are put forward accordingly.Fourthly, the paper makes researchs on promoting the work of adding elevators to existing residential buildings of Guangzhou.After in-depth analysis of relevant issues, this paper offers advices on how to promote the work of adding elevators to existing residential buildings of Guangzhou in such respects as establishing specific organization, multipart joint forces to suppose, expanding the capital resource hord, take into account of profits of all, the introduction of social assessment system and so on.The last part of the paper puts forward the research conclusion and innovation, and offers forecast of the future development of adding elevators to existing residential buildings policies.
