In recent years,the model of urban development has mainly shifted from incremental development to stock development gradually,and urban renewal with stock development as the core has received increasing attention.Nowadays,the importance of historical and cultural traditions are getting more and more attention,which leads to the result that the urban renewal model that was only based on economic development is called for change.In 2015,the Central City Work Conference proposed a city repair policy that required “strengthening urban repairs and effectively promoting the comprehensive improvement of old residential quarters”.Based on this,in the late 2015,the Urban Renewal Bureau was established in Guangzhou,and the “Micro-Renovation” renewal model with small material repairs and material texture as the core was explored.At the 19 th National Congress,General Secretary Xi Jinping proposed the need to “establish a social governance pattern of joint construction and common governance” and “improve the social governance system of party committee leadership,government responsibility,social coordination,public participation,and rule of law guarantee”,indicating that in public affairs,the government needs to integrate various social resources and coordinate with multiple stakeholders to form a situation in which everyone is responsible for social governance and everyone is responsible.This means that in the urban renewal,it is necessary to raise the level of public participation and achieve the participation of multiple subjects.This just sets new requirements for the Micro-Renovation that emphasizes material-level conservation,and explores how to pay attention to the repair of material space and the society in Micro-Renovation.The enhancement of cultural conservation and the realization of the “common governance sharing” of urban renewal has become an urgent issue.This paper uses the theory of social capital to explore the relationship between social capital and Micro-Renovation.That is,how to increase public participation through the increase of social capital in Micro-Renovation,and finally realize the shared governance sharing of urban renewal.First of all,through the study of domestic and foreign urban renewal,MicroRenovation,social capital and other related fields,we define the meanings of urban renewal,Micro-Renovation,social capital and other concepts.And then it summarize the achievements of domestic scholars in recent years on urban renewal research,and its disadvantages as focusing too much on the government’s perspective,lacking the research of second-and third-tier cities,and the foundation of the consensus of the discipline has not yet been established as well.At the same time,it systemly introduces the evolution of social capital theory,the source of social capital,classification,measurement,and its latest application in the field of urban renewal.After that,taking the Micro-Renovation of Pantang Wuyue in Guangzhou as an example,using the qualitative research methods such as observation method and indepth interview method,the paper analyzes the changing of bonding,bridging as well as linking social capital in Pantang Wuyue,and the reason of that changing,from the theoretical perspective.Also,it analyzes the role of these social capitals in enhancing the public participation and breadth in the Micro-Renovation process,enhancing the professionalism of Micro-Renovation and promoting the formation of collaborative planning.Later,it analyzes the virtuous cycle mechanism between the social capital and the Micro-Renovation process in the Pantang Wuyue.It also points out that the specific public space,the participation of community planners,and the original bonding social capital are the core reasons for the cycle to start.It analyzes the uniqueness and limitations of the case in terms of time,location,people and so on.Last but not least,from the perspective of social capital,it puts forward some suggestions for the future urban renewal in China: First,the government needs to try his best to conserve and take advantage of the social capital in the updated area to promote the urban renewal process;it is necessary to pay attention to the cultivation of community planners and improve the relevant system;a special department should be set up to manage urban renewal,and the linking social capital of the updated area should be actively stimulated.Second,the planner needs to change the “tool rationality” planning paradigm to the “communicative rationality” planning paradigm.In order to achieve this goal,on the one hand,planners should change their role as a community planner,learning the corresponding knowledge and skills;on the other hand,they should widely accept local knowledge in planning,and form a planning plan through communication.Besides,experts and scholars should actively participate in the construction of third-party organizations to help the socially disadvantaged groups to voice in urban renewal.A variety of theories should be used to explore the value of non-economic resources in the updated regions and promote “inclusive growth” of urban renewal.Finally,on the one hand,community residents should seek community talents in their daily life to organize community activities and foster mutual trust in the community;on the other hand,when professionals come to help,they should actively cooperate and establish a good communication network with them,so that experts and scholars can put forward a new plan for the diversified development of the community more pertinently.
