Recently,the strong consumption of traditional energy has brought out a series of problemssuch as energy crisis,environmental pollution and climate change.The new energy gains people's particular attention due to its cleanness,large reserve and sustainability.Many countries strive to reduce the external dependence of traditional fossil fuelsand the carbon emissions by developing the New Energy Industry(NEI),thusforming a new engine for economic growth.With the development of NEI,this industry gradually forms its ownGlobal Value Chain(GVC).Major developed countries have grasped the first mover advantagethrough technology R& D.They have mastered the core technology in the upstream of GVC and the terminal demands in downstream.Meanwhileemerging economies(China as the representative)have been gradually embedded into the midstream — manufacturing sector which is the lowest point of GVC.They will be easily trapped in this sector due to the lack of core technology,financing channel and terminal market.Therefore,it seems to be a significant and urgent problem of how China's NEI avoids being locked in the manufacturing sector,prevents itself from disorderly competition,and thus achieves the industrial upgrading.Firstly,the thesis analyses the divisionsituation,driving and governancemechanism of the new energy industry's GVC.Then it studies some typical sub-industries' GVC including solar photovoltaic,wind power and fuel ethanol industry.Specially,based on the research of China's NEI development,the thesis analyses the China's GVC participation pattern and specialization status.Secondly,thestudyselects eleven countries including China to quantitativelyestimate their NEI's participation and position in GVC.The result shows that there exists a big difference between the "quantity" and "quality" measurement.The United States,Japan and Germany is on the first-tier of GVC which obviously outruns other countries.The positions of Some European countriesincluding Italy,France and England continue to drop in recent years due to declining financial support.Among emerging countries,the competitiveness of Brazil's NEI continuously improves with the development of fuel ethanol industry.The India's NEI enables technology export despite its value-added export stays low.China's value chain position has obviously different characteristics at different stage.Its NEI's value obtaining ability decreased rapidly due to totally embedding into the midstream manufacturing sectorin the first five years of the 21 st century.Although this situation has improved in recent years,it's still remaining a long way to go that China strives to unshackle itself from low-end links.Furtherly,the thesis conducts a research framework which explores the influential factors of China's NEIdevelopment from the perspective of GVC.It selects eight factors into this framework including macroeconomic factors(industrial policy,technology and environmental effects and economic level)and microeconomic factors(market structure,supply and demand,enterprise ability and alternative energy).Based on the theoretical analysis,by using panel data model,it chooses eleven corresponding index to analyze each factor's influential degree to the position of GVC.The result shows that the biggest obstacle to the development of NEI turns out to be the high cost of exploitation;technology progress is a driving force to the NEI's upgradingalong value chain;industrial policy is an important guarantee for NEI to gain competitive advantage;the environmental pressure strongly pushes each country to develop new energy,and carbon emission mechanism will be conducive toimprove the capital strength of enterprises;economic growth can indirectlypromote the development of NEI;the production capacity is deviated from value obtaining ability;only by mastering the terminal market demand and core technology can China's NEI improve the control over GVC.According to the research findings above,the thesis also explores the differences of influencing mechanism among different countries.Finally,the thesis summarizes the characteristics of NEI's global value chain andtheinfluencing mechanism of the development of NEI,and thenthe thesis makes some suggestions on China's involvement in NEI's global value chain.
