This paper takes Harbin Institute of Technology(Weihai)new media platform construction project as the research object,introduces the present situation of Harbin Institute of Technology(Weihai)new media platform,objectively analys es the problems of scopes management for this project management,and proposing optimization for schemes on the scope of management for Harbin Institute of Technology(Weihai)new media platform,aiming at the analysis of risks for the project by changing the scopes of new media platform construction project,finally establish the system of risk evaluation model.This research makes Harbin University(Weihai)new media platform construction project scope clear,responsibility obvious,and more conducive to the development of the project process.The paper analyzes and expounds the current situation and existing problems of Harbin Institute of Technology(Weihai)new media platform construction,and puts forward the goal of t Harbin Institute of Technology(Weihai)new media platform construction.With the knowledge of general projects management,gave very detailed analysis for the problems and shortcomings existed in Harbin Institute of Technology(Weihai)new media platform construction scope management,and discusses the contents and approaches for Harbin Institute of Technology(Weihai)new media platform engineering management task under the background of the prosperity and development of the new media,to set up foundations for disadvantages researches of Harbin Institute of Technology(Weihai)new media platform construction scope management.According to problems as Harbin Institute of Technology(Weihai)new media platform construction project unclear demands resulting in its system platform function module decomposition difficulties,and project scopes are hard to accurately defined,(this paper)studies optimization of scopes management for this project.(This paper)proposes a top-dow tree structure method for the network platform module function combination to set up the WBS architecture decomposition for Harbin Institute of Technology(Weihai)new media platform construction project.Providing the flow chart of scope management optimization for this new media platform construction project,and respectively to the start-up phase,the scope of the project planning stage,the project scope definition phase,and the project scope verification stage,to put forward their own design proposals.The results show that the proposed method can make the vari ous stages of the project scope management to be optimized,the scope of the project to be detailed and clear,and the responsibility of the persons in charge are clear,greatly reduced the increasing cost due to fuzzy demands of the project,and effectively shorten the project development cycle.The changes of Harbin Institute of Technology(Weihai)new media network platform construction project might bring some risk to the project implementation,so to set up modelling analysis for the risks due to the changes of this platform construction project scopes.Set up typical five stage evaluation system for the changing risk,and considering of there might be various risks factors due to the scope changes for Harbin Institute of Technology(Weihai)new media n etwork platform construction project,also thinking about the situation of clear layers among various factors,to build up multi factors unclear evaluation models of the project scope changes risks.In order to further improve the accuracy and reliability of the evaluation results,the subjective and objective weighting method is used to determine the weights.Delphi method is used to determine the subjective weight with value of the evaluation index,and the entropy weight method is used to determine the objective weight with value of the evaluation index.The results show that the fuzzy evaluation model proposed in this paper can solve the complex multi-level evaluation problems,and the entropy weight method greatly improves the theoretical accuracy of each index weight,so that the credibility of the evaluation results is greatly improved.
