Study On Risk Management Of PPP Project Of Comprehensive Management Gallery In A City

In recent years,the pace of urbanization in China is accelerating,and the work of municipal pipelines is constantly increasing,resulting in the continuous emergence of problems.In order to solve these problems,the voice of constructing underground comprehensive pipe corridor is constantly expanding.The comprehensive pipeline corridor can centralize and simplify the municipal pipelines,use the underground space to save resources,for the later pipeline management,and can optimize the living environment,ease the demand and supply of basic equipment,and strengthen the comprehensive capacity of the city.However,there are problems such as high cost,complicated construction and long implementation time,which are difficult to be solved by the government.Therefore,the PPP mode is introduced to relieve the financial pressure and ensure the normal operation of the integrated pipe gallery.In this paper,the risks of the project of a city's underground utility tunnel are systematically analyzed,the risk factors in the project are identified and analyzed,build risk evaluation index and give each index the corresponding weight,based on the mold and comprehensive evaluation method to score,to achieve the project evaluation.The article will be divided into six chapters.The first chapter is the introduction,in this part of the research focus on the background,significance,content and research status at home and abroad.The second part is related to the concept and theoretical basis.Through the introduction of the related concept theory,the article provides the theoretical basis for the research.The third chapter is the risk identification of PPP project in a city comprehensive pipeline corridor.This paper expounds the actual situation of the PPP project of a city comprehensive pipeline corridor at the present stage,and identifies the risks from the aspects of the system,the project execution,the project construction,the project fund and management,and the social function.TheFourth Chapter is the risk assessment of a city comprehensive pipeline corridor PPP project.Elaborate and apply risk assessment methods.The fifth chapter is the part of risk coping measures of a city's comprehensive pipeline corridor PPP project.In this part,the paper puts forward relevant measures to deal with the risks according to the existing problems.The sixth chapter is the conclusion and prospect.This chapter mainly summarizes the research of this article and looks forward to the future research in this field.Taking the project of a city's underground utility tunnel as the research object,this paper analyzes its development status,existing risks,carries out risk identification,determines risk factors and formulates corresponding risk control strategies and schemes,at present,the risk of the project is mainly embodied in social risk,project implementation risk,project funds and management risk.At the same time,according to the existing problems and the results of the risk assessment,the paper puts forward some suggestions on how to deal with the relationship with the stakeholders,how to improve the pricing mechanism,how to improve the financing link and how to perfect the technical standard.
