The underground diameter line project between Beijing station and Beijing Weststation is convenient for Beijing railway junction terminal to organize the trains acrossdifferent railways to connect direct, which makes the passengers transfer trains nearby,and improve the two stations’ transport capacity.This project crosses the main district of the city, the surrounding environment isvery complex, and it needs high technique and is very risky, The project managementmet various questions. for example:1.there had been no systematic specific experienceat home and abroad for reference for us to select what kind of technique scheme,tunnelling in this kind of geologic strata;2,because of the limitation of the geologicsurvey at present, the providing geologic data and actual disclosure would have somedifferences, it was impossible to confirm that slurry shield machine adapted to crossingthe geologic strata one hundred percent;3,it was difficult to estimate the influence onthe surrounding environment when this kind of shield machine was boring, there hadbeen no available example, data, measure, and technique for reference.For the mentioned questions above, the thesis author introduced some techniqueand management scheme which adapted to this project’ characteristics, determined theprinciple that chose the most suitable technique scheme, provided specific project planfor the long distance boring technique of the major diameter slurry shield machinechosen finally to instruct implementation process. According to the completed over2,300m sections, this choice is suitable.Based on the chosen project scheme, according to the project stakeholders’requests, in the light of the project management’ principles and measures, the authorsuggested a detailed specific implementation plan which satisfied these requests,especially the scheme of purchasing, supervision, transportation and installation ofshield machine equipment, and specific implementation plan, which determined theproject’ success.It was of uncertainty to ensure the surrounding environment safety, especially tokeep the structures above the earth from being damaged, which made the project risky.The author participated in identification, assortment, and evaluation, defined the main risky section, took the Xuanwumen subway station across subway forth line as the extragrade risk source, and worked out solution method.The author is one of the project’s managers, in charge of examining and evaluatingthe scheme, choosing construction design, and instructing the project’s safety, quality,progress, cost and risk management.In the process, the author clear and profoundly felt that project quality, namelyworking procedure and work quality, was the base of project safety, which was good orbad, determined the project safety. The project management at present should trulymake sure Safety comes first, no safety, no successful project management.Because of the ever changing geologic strata which the shield machine faces whenit bores, it is not sure that whatever shield machine of superior performance can adopt tothe varieties one hundred percent. Whereas, the author knows that if the people mobilizethe other aspects actively and forwardly, the defect can be remedied greatly.
