China has abundant wind energy resources,in which these energy can be exploit ed and developed.Wind energy resources is of great significance for protecting the ec ological environment and promoting the sustainable development of economy and soc iety.Wind power to some extent to alleviate the lack of energy,environmental polluti on.However,there are some problems in China's wind power construction projects.T he most outstanding one is the unscientific Project schedule management,which mak es the construction stage is out of control.This failure could delay many wind farm pr ojects in construction,capital waste,and more impact on the follow-up work of the pr oject.The main purpose of this paper is to build a platform for controlling the project.The main points include the application of the scientific formulation of project schedule,the analysis of the deviation of project construction process by Earned Value Management,and also clarification of problems within project schedule time line.According to the case study of this paper,it mainly uses the quantitative and qualitative research method.The depth study of the wind power project was established through the Advanced Theory of project management,the research of a large number of literatures,special case analysis and the earning value method.First of all,this paper introduced the research background and significance of the wind power project construction.It also expounded the research contents that could be used for referencing in China and abroad.Additionally,it expounded some related concepts for project managing,introduced the project background of this thesis,schedule controlling,and potential problems.During the early stage of the project,an ideal plan for the use of organizational structure,WBS work breakdown,Responsibility Division matrix and other methods for the formulation of project progress were made.These plans were used to graph the bar chart for the project,and also optimizing the progress plan,work out the Project Network diagram.Finally,the deviation of project schedule control was analysed by applying the earned value analysis method.This paper discussed the deviation of the project in three time nodes and the safeguard measures to ensure the process of project in schedule.This paper evaluated that the schedule and cost is connected by scientific formulation and the Earned Value Management,in which the purpose for managing the wind power project.The author had accumulated enough data in the actual case study to make a scientific and reasonable compilation of the project schedule of the Sanleng-mountain wind power project,and also to monitor the progress-cost in the project construction process through the earned value method.At the end of the paper,a 10-month long project progress had been analysed.Although the overall progress was still lagging behind,those reasons and actively prevents the recurrence of similar conditions were identified.The main problems for implicating the progress of the project were concluded.First of all,the scene weather was not in control and hard to predicated.Secondly,new technology and equipment were not in the right place for the project.Last,there was a severe delay of the construction.And unfortunately,the availability of the nodes and the joints in which between the nodes was not enough.The study of this project enriched more information and experience for managing the next wind power construction.
