Mangement Research Of The Oil Spill Emergency Equipment In Hebei MSA

With the increasing emphasis on marine ecological environment protection and the rapid development of marine transportation and offshore oil exploitation,the Ministry of communications and maritime administration of China has built many national oil spill emergency equipment libraries nationwide along the Yangtze River and other inland rivers this year.These oil spill emergency equipment libraries will play an important role in dealing with large-scale oil spill pollution accidents.However,due to the late establishment of these equipment libraries,there has not been a standardized and effective management mode,but there are still many problems and difficulties in practice.In this paper,in the perspective of management,select the Hebei maritime bureau of the Qinhuangdao marine oil spill emergency response center(hereinafter referred to as the Hebei maritime bureau of oil spill Center)as the main research target,the oil spill emergency equipment storage management practice of the center as the main research object,through a lot of literature review and practical research,using the method of theory the combination of research and application,using the new public service theory,emergency management theory,analysis of the Hebei maritime oil spill center in the experience of oil spill emergency equipment storage management practice and problems,draw lessons from foreign developed countries in the advanced experience of oil spill emergency management,aiming at the common problems domestic equipment library management,put forward countermeasures and suggestions to further strengthen the oil spill emergency equipment storage management,formulate relevant policies for the maritime administration And to improve the national oil spill emergency equipment bank management system mechanism to provide reference.The first chapter mainly introduces the current background of equipment management in Hebei oil spill center,and the construction of national oil spill emergency equipment library in recent years,as well as the current research status of oil spill emergency equipment library management at home and abroad.The second chapter describes the concept of oil spill response,oil spill emergency equipment library and oil spill emergency equipment library management,and briefly introduces the theory of new public service and emergency management theory based on the theoretical basis of this paper.The third chapter analyzes the oil spill risk in the Hebei maritime bureau and the management of the emergency equipment Bank for the oil spill in Hebei maritime bureau,summarizes some experiences on the management of the emergency oil spill emergency equipment library of the Hebei maritime bureau,sums up the problems encountered and analyzes the reasons for the problems.The fourth chapter analyzes the current management situation of other developed countries and other equipment libraries in China,and summarizes the experiences and lessons to be learned.The fifth chapter,on the basis of the third and fourth chapters,puts forward the suggestions for the improvement of the management of the oil spill emergency equipment library of the Hebei maritime bureau and the suggestions for further strengthening the management of the equipment base by the direct maritime administrations with the management responsibility of the national oil spill emergency equipment library,and at the same time,it has risen to the national policy design and laws and regulations.At last,we put forward countermeasures and suggestions for strengthening the overall planning and support capacity of the national oil spill emergency equipment library.
