Nowadays, with the rapid development of global economic integration, oceantransportation has become a most important form of transportation in internationalcommodity exchange. However, with the number of in-and-out port ships increasingcontinually and the development of the complexity and diversity of the ships’ type,navigation circumstance has become more complicated which includes port, channel,anchorage and so on, which leads environmental pollution accidents of ship oil spillto occur now and then. After the pollution accident, not only do the ships navigationand the security of cargo be jeopardized, but also aquatic environment have beengreatly endangered that cannot be undone. Beyond that, it brings huge economic lossto our society. Therefore it has a great significance that establishes the oil spillingemergency joint defense system which takes effective measures to prevent ships oilspill accidence from occurring, can launch the reasonable contingency plan whichcan assemble necessary people and necessary equipment in time to ensure thatminimize the damage, and don’t cause the waste of property or material value.By far, there has not been clearly technical document which prescribesequipment request, ways and methods of the contingency equipment on the oilspillage emergency on joint defense mode to solve the problem that the emergencyequipment for ships oil spill is optimized and integrated. This issue will be studied inthis paper, to explore some methods to avoid the waste when the emergencyequipment for oil spill is equipped, and meet actual production needs.In this paper, first of all, the pattern of oil spill emergency united communitydefense is established, and the distinction between the broad joint defense and thenarrow joint defense is outlined, so that the defense scope is delimited; secondly,every factor is quantified, and AHP model is built, so that by using the method ofsumming the oil spillage of the zone is worked out; and then the quantity and theequipped ways of equipment of the defense area is determined as damage of oil spill accident, response time, and environmental sensitive areas of the defense area asconstraint conditions; finally, it is determined where the oil spill emergencyequipment of the defense area with relevant algorithms, so that realize the entiretyoptimization of the defense system.
