Abstract/Summary:
With the continuous development of our economy, the economic and trade between China and Russia have increased gradually, while a large number of oil spill accidents also appeared. The oil spill emergency management started late in China, the relevant laws and regulations lag behind the need of oil spill emergency management. Especially the laws and regulations of Heilongjiang area is incomplete, and oil spill emergency management has many shortcomings. Therefore, to research and establish impeccable oil spill emergency management have important practical significance.First, the shipping and oil spill risk on boundary river between China and Russia have been analyzed by this paper, which also has introduced the shortcomings of Chinese laws and regulations about oil spill emergency, made the statistical analysis of boundary river’s environment and oil spill accidents between China Russia, indicated the severity of oil spill accidents’damage, and demonstrated the urgency of establishing oil spill emergency management pattern. Second, this paper introduced the American and Canadian national oil spill emergency management pattern, analyzed the structure of oil spill emergency management pattern, and responded to oil spill accidents in different rank. Meanwhile the current situation of oil spill emergency in China was introduced, and according to the oil spill emergency management at home and abroad, thel existing problems of oil spill emergency on boundary river between China and Russia was proposed. After analyzed these problems and factors affecting oil spill, this paper put forward the structure of oil spill emergency management and indicated the duty of different departments, and constructed oil spill early warning model by fuzzy evaluation. According to score by experts and experience the membership and weight index were confirmed. Finally, the calculation of weight index was realized through matlab, which was used to analyze the real case, can adapt with different kinds of environments.Through the investigation of this paper, according to the boundary river we proposed oil spill emergency management pattern, which can evaluate the dangerous of risk river segments, so we can focus on the high-risk area, when oil spill occurs the emergency control can be carried out in shortest time, the oil spill damage would be minimal.
