Research On Shipboard Oil Spill Pollution Response Management Of Hainan Western Waters

Hainan province is the largest ocean area regional of China, under the jurisdiction of the sea area of about2000000square kilometers.As an island province, the development of social and economy of Hainan, all cannot do without the ocean. At present, Hainan province is in the International Tourism Island and marine province, construction stage of social and economic development, is bound to set off a new round of upsurge. Western Hainan, including Lingao County, Danzhou City, the Yangpu Economic Development Zone, Changjiang County and DongFang City, as the Hainan industrial corridor, petrochemical industry which relying on the port is developing rapidly. Therefore, the western Hainan port facing the risk of the pollution of marine environment, set up based on the theory of governance in Western Hainan oil spill emergency response system to the marine ecological environmental protection will play an important role in guiding.The existing western Hainan marine oil spill emergency preparedness and management system has played a positive role in maintaining good marine environment of Hainan Province, but there are also some shortcomings. The traditional administrative management mode determines the current oil spill emergency preparedness and management system is still a subject of government departments, from top to bottom single way to management, social forces have to accept the management, passive participation situation.Marine oil spill accident as one kind of the public crisis, apply to research on the application of public management theory. Public management theory provides a new paradigm for construction of oil spill emergency system for maritime public crisis management theory, puts forward the establishment of multi participates on long-term crisis coordination system and network system, as the expansion and extension of the connotation construction in West Hainan marine oil spill emergency response system provides a good reference.In view of the current shortage of marine oil spill emergency response system, through the study of the theory of governance, this paper puts forward the construction of covering multi subject of oil spill emergency organization strategy, through field research and draws the Western Hainan marine sensitive resources distribution map, and body composition of oil emergency system put forward the idea of Western Hainan marine oil spill system.
