In recent years,Zhejiang's marine economy has developed rapidly and sea cargo transportation has increased.In particular,the rapid growth of oil and hazardous chemicals will lead to an increasing risk of pollution of coastal waters in Zhejiang and marine operations related to ships,and oil spills may occur.As an important part of the construction of marine oil spill response system,the oil spill emergency equipment library directly determines the high efficiency of marine oil spill response,which is not only related to the risk of marine oil spill accidents,but also related to the spillover the overall rescue time of the oil emergency response.Research on the site selection of oil spill emergency equipment warehouses at sea,to achieve rapid treatment of oil spill accidents and effective emergency,which is conducive to emergency treatment of oil spills at sea vessels,improve emergency efficiency,and thus effectively control and raise emergency response to oil spills at sea.Disposal ability has important practical significance.The dissertation studies the location of the marine oil spill emergency equipment library,the main contents are summarized as follows:Firstly,this dissertation analyzes the current situation of research on the location of emergency facilities,and combines the characteristics of the site selection area to determine the location model construction method adopted in this dissertation.Secondly,considering the urgency of emergency response time and the importance of accident risk in marine oil spill emergency rescue work,the method of solving the shortest path in the network is used to construct the weight of the oil spill accident in the port area and solve the weight of the vertices in the network map.In the network diagram,the sum of the shortest path and the corresponding weight product in any port section is the minimum location selection model of the marine oil spill emergency equipment library,and the genetic algorithm for solving the model is proposed.Thirdly,applying the analytic hierarchy process and fuzzy comprehensive evaluation method and expert survey.Oil spill risk assessment was carried out on 11 port areas in Zhoushan Port Area,and the risk value of oil spill accidents in each port area of the area was obtained,which provided specific parameters for the application of the site selection model.Fourth,based on the established location model,the site selection of the oil spill emergency equipment library of Zhoushan Port is carried out.The research results show that the best selected site for the construction of one equipment library in Zhoushan Port Area is Dagang Port Area.The best selected sites for the construction of two equipment warehouses are Jintang Port Area and Baiquan Port Area.
