Electric power engineering in China has been booming in the past ten years,especially in the field of electrical Substation Engineering.Along with the strategy of "Four vertical and Four horizontal,UHV" and the concept of Global Energy Internet proposed by State Grid Corporation,a large number of UHV transmission and transformation projects,EHV transmission and transformation projects,large DC converter stations and other projects have been gradually implemented.China's power grid structure has been unprecedentedly stable,and a world-class smart grid has been established.However,with the implementation of these large quantities of engineering,the problems related to engineering management have been gradually exposed.The project management is late,and it is difficult to implement the system in the engineering practice.Concept Project group management is less applied and the group management is still extensive and decentralized.The information resources of the project are relatively closed,and can not be shared and used effectively.The management structure is single line,this style of "special responsibility system" lack of systematic management.The concept of value management is lacking,and the actual manager of the project is difficult to understand the strategic development intention of the enterprise.In view of the above management problems in Substation Engineering,based on the research of value network theory and project group management theory,this paper puts forward the innovative idea of applying value network theory to substation project group management.The core content of this idea is:We would improve the basic organizational structure of substation project group management.Based on this,we build the value network model of project group management with the value network theory,and integrate the concept of value network into project group management.This paper sorts out the value orientation of each project node and establishes the strategic mechanism,organization mechanism,operation mechanism and resource allocation mechanism of the project group managemen value networkmodel.Through the interaction of value in the network,systematic promoting the value creation and value increment of the whole.Firstly,in the process of research,this paper analyzes the integration mechanism of value network theory and project group management.Through the qualitative analysis feasibility and the coupling degree calculation model,the coupling degree is calculated and the result is high.Secondly,a new project group management innovation model based on value network is constructed.Finally,the model is applied to the innovation example of A Province Power Company's substation management,and its effectiveness is verified.The main content and innovation of this paper are as follows:(1)Applying the value network theory to the field of electric power substation engineering.(2)Researching the integration and application of value network theory and project group management;(3)Building the innovation model of the management value of the project group in the transformer substation.The research of theory and practice shows that the value network model of project group management constructed by the integration of value network theory and project group management has a positive reference for engineering management.The application of the value network theory is different from other applications.Others researching the development of enterprise's survival environment management,the relationship between enterprises,and the development strategy of enterprises in the market environment.However,the value network theory in this paper is applied to the internal management of enterprises.Analyzing the value network of a management module inside the enterprise.Then creating value and enhancing value,and enhancing the strategic competitiveness of electric power enterprises under the globalized economic environment.The value network theory carries out value guidance for all levels and links of the substation project management,emphasizing the value interaction among nodes in the value network.And integrating the enterprise development strategy into each level of the project group management organization structure.By establishing strategic mechanism,organization mechanism,operationmechanism and resource allocation mechanism,we can enrich its value network system and enhance the level of project management of electric power enterprises.The construction of the innovation value network model of the project group management will have a far-reaching positive impact on the management of the project group and the project management of various projects.
