With the support of the national policy,the number of foreign contracting enterprises has increased,the scale of operation has expanded,and the number and scale of overseas construction projects have gradually increased.At the same time,most of the high-quality contractors have been in the foreign market for many years,with more construction projects,construction equipment and management personnel.However,overseas projects in China are mostly distributed in less developed countries,facing such problems as backward infrastructure,lack of resources guarantee and poor quality of territorial labor services.How to activate resources,intensive management,maintain high-level relations,and thoroughly grasp policies are the key factors for enterprises to achieve sustainable cdevelopment.In this paper,a project under construction in Pakistan is taken as the research object,and the characteristics of project management are analyzed according to Pakistan’s national conditions.It is found that there are some problems in current management,such as"inconsistent objectives,cultural incompatibility,resource imbalance,process separation;information non-sharing,and procedure non-standard",To effectively solve these problems,this paper puts forward the idea of project group management.Through on-site investigation and empirical analysis,the content of project group management is discussed,and the model of project group management is designed.On this basis,the collaborative mechanism of project group management is established.Six factors affecting project group collaborative management are analyzed.Project group management is realized through the collaboration of information,culture,objectives,scope,process and resources,and the optimal path of project group management is put forward.The Pakistani project group management practice of a construction enterprise has carried out a pilot project group management from the aspects of project group organization structure,resource allocation,hierarchical authorization,team building,information support,cultural construction and enterprise propaganda.The intensive benefits of project group management have been compared and quantitatively analyzed,and the application effect of project group management mode has been objectively evaluated.It is pointed out that project group management is a large-scale one.An important way for foreign contracting enterprises to improve their operating efficiency.Project group management originates from project management,which is the inevitable demand of multi-project management.Its purpose is to give full play to management benefits and achieve business objectives.It is hoped that this study can contribute to the implementation of"going out"strategy in China’s construction industry.
