In recent years, with the rapid development of social economy, social demands for power supply and power supply reliability have become higher and higher in domestic, as a result, electric power construction develops rapidly. To ensure electric power construction goes smoothly, it is necessary to open minds and implement management innovation. Although a good deal of project management modes at present play a big role in promoting the development of electric power fundamental construction, owners still feel disappointed about the progress of the lag and the unsatisfied investment and operation effects which caused by managing deficiencies and unqualified professional standards, quality and technical merits appearing in modern management application. Combine practice of the current power engineering construction, based on full absorption of the existing project management modes, Guangdong Yudean Group and China Southern Power Grid EHV Power Transmission Company propose an innovative electric power project management mode, that is Separation of Construction and Management Plus CM and Supplement DBB Mode. This mode can enhance construction quality, improve working efficiency and strengthen owner’s project management and control capabilities.By Comparing and studying common and mature project management modes at home and abroad, discussing the advantages and disadvantages and differences among the modes, combining with the development of electric power construction in practical experience, this paper makes suggestions of making the right choice for the utility industry infrastructure project management mode, studies the advantages of Separation of Construction and Management Plus CM and Supplement DBB Mode and researches how to enhance project management and control measures and learns experience from the solved problems. And this paper takes Guangdong Huilai Power Plant, Phase#1, Unit#3,2×1000MW Ultra-supercritical Coal-fired Units Project and ±500kV Yunnan-Guangdong Double-circuit DC Transmission Line Project as examples to give a brief introduction of engineering effects of Separation of Construction and Management Plus CM and Supplement DBB Mode, according to practical practice, this mode in line with the status of China’s electric power construction at present, it is reasonable and valuable for spread.For better promotion and application of the innovative project management mode, this paper finally suggests that the state should create innovation environment for creating and fostering combination project management mode, and actively support and nurture competent professional project management companies, improve and develop project management charging standard system, accelerate the pace of the senior project management training and relative authentication, and timely formulate contract samples for the innovative project management mode which has been proven operable in practice.
