PPP Model Construction Project Performance Evaluation

The PPP model is applied to the construction of public projects more and more widely at present.However,being short of effective tracking and monitoring over the life cycle of the PPP model construction projects,the implementation of the PPP model construction projects faces problems such as long decision-making cycle and poor public service quality.In order to improve the construction level of PPP projects,it is necessary to evaluate the performance of PPP model construction projects.The performance evaluation is relatively mature at the moment.The three commonly used methods are the Balanced Score Card(BSC),Key Performance Indicators(KPIs)and the Project Management Maturity Model(PMMM).However,the research is deficient in the performance evaluation of PPP model construction projects.Lacking of coincidence in the characteristics of the PPP model construction projects,existing research are mostly on performance evaluation of enterprise and public projects.Based on the theories of performance management,this paper tries to find out the main personality traits of PPP construction projects by researching and comparing the characteristics of public construction projects of traditional models and PPP models.The PPP model construction projects performance evaluation index system is built by combining the existing research on performance evaluation,putting forward theoretical basis of PPP model construction projects performance evaluation and utilizing expert investigation method and questionnaire based on the KPIs.On the basis of constructing the PPP model construction projects performance evaluation index system,the paper firstly uses fuzzy analytic hierarchy process to evaluate the performance of municipal wastewater treatment plant in Yunfu City,which is constructed by PPP model,and respectively evaluates the performance of project identification,project preparation,project purchasing and project execution in the process of construction of urban sewage treatment plant in Yunfu.Secondly,analyzing and evaluating project identification,project preparation,project purchasing and project execution of the municipal sewage plant in Yunfu respectively and detailedly in the process of construction.Thirdly,find out the deficiencies and disadvantages in the construction and operation of the municipal sewage plant.Fourthly,give advice on decision making constructing and operating of Yunfu Municipal Sewage Plant which uses PPP model.Finally,combining with the performance evaluation index system of PPP construction project constructed in this paper and the empirical research of Yunfu City sewage treatment plant,some suggestions are put forward for the future development of PPP construction project.Sustained and healthy development of the PPP model relies on defining the main responsibility of PPP model,standardizing each operation procedure enacting and perfecting policies,laws and regulations.From the perspective of public management,effective basis of PPP model public program supervision can be provided by evaluating PPP models performance.By utilizing scientific evaluation mechanism and evaluation methods,supervision department can target and give evaluation and feedback on PPP model public program and speed up the construction process of it,which shows positive and significant influence on the development of PPP model in China,social economy development and social resources optimal allocation.
