Research On Government Environmental Governance Performance Evaluation Based On Public Value

The results of local government environmental governance are related to the construction of national ecological civilization,and environmental performance evaluation is an effective tool to promote environmental governance of local governments.Based on the goals and characteristics of my country’s ecological civilization construction,and initially establishes a regional environmental governance performance evaluation research framework and indicator system,which has a positive impact on the environment of the study area.Governance performance is evaluated,and the impact of public value conflicts on environmental governance performance is discussed.First,based on the public value perspective and the public value chain model,an environmental governance performance evaluation index system consisting of four secondary indicators of environmental governance efficiency,democratic governance,public ecological satisfaction,and sustainable environmental development,and 22three-level indicators is constructed;Secondly,data envelopment analysis is used to calculate the environmental governance efficiency,the data is standardized based on the target progressive method,and the entropy method is used to assign weights to the indicators;finally,the spatial identification method,Pearson correlation coefficient,and radar chart method are used to dynamically evaluate 2011-2018 Environmental performance index of each city in Zhejiang Province during the year.On this basis,The influence mechanism and effect of public value conflict on environmental governance performance are discussed,The research conclusions mainly include:(1)The comprehensive environmental governance performance evaluation system is more in line with the implementation effects of regional policies,and the evaluation results are more objective and effective.From 2011 to 2018,the comprehensive environmental performance excellent rate of various regions in Zhejiang Province reached 73%,and the overall performance showed an upward trend.Among the secondary indicators,environmental governance efficiency varies significantly between regions,which is the main reason for the overall performance difference.The environmental development sustainability performance index is not high,and its contribution to comprehensive environmental governance performance is the least.Among the three-level indicators,the environmental goals of forest coverage,park green area,public ecological satisfaction,water resource utilization,public participation,and public complaint satisfaction rate are relatively high.Among them,indicators such as unit GDP energy consumption,soil erosion control,and average water resource utilization rate need to be further strengthened.(2)Li shui City has the best comprehensive environmental performance and various environmental indexes,and Jiaxing City has the lowest.In terms of individual environmental performance indexes,Qu zhou and Li shui cities have higher environmental governance efficiency;Taizhou and Li shui cities have higher public ecological satisfaction;Jinhua and Li shui cities do better in democratic governance;Qu zhou City and Li shui City have better sustainable environmental development.Different regions have different performance in different performance indexes,and targeted governance measures need to be taken in accordance with local conditions.(3)The empirical results show that the impact of public value conflicts on the government’s overall environmental performance presents an "inverted U-shaped" structure.Appropriate public value conflicts can improve environmental governance performance,but excessive conflicts will damage the improvement of environmental governance performance.Pay attention to the coordination between economic development and environmental protection.The research has enriched the existing perspectives and paths of local government environmental governance performance evaluation,and provided a broader measurement idea for local government environmental governance performance.In addition,build a comprehensive local government environmental governance performance evaluation index and evaluation system,introduce public value dimensions,correct the bias of evaluating environmental governance performance solely based on efficiency,and make full use of the evaluation results to provide an important reference for the goals and assessment of ecological civilization construction.
