Construction And Empirical Research On Performance Evaluation Model Of PPP Project In China

With the rapid development of urbanization in China,the shortage of local government financial funds has gradually emerged.With the new wave of infrastructure construction,PPP has been widely used.How to conduct more scientific and reasonable performance evaluation of PPP projects and improve the quality of the project during the implementation process.The ultimate goal of achieving a PPP project is a problem that needs to be addressed.This paper collected 4,072 literatures on PPP at home and abroad through CNKI and WOS.Use word frequency analysis tools such as SATI3.2,Ucinet,Netdraw,Citespace.The history of PPP research literature in the past 20 years at home and abroad has been combed.It is found that the law of change in this field is that the hotspots and dynamics of foreign PPP research are about 20 years earlier than domestic ones.Foreign scholars are more connected with each other than domestic scholars in the research process.PPP project performance evaluation indicators are initially determined through KPI method based on success factors and literature combing method.Combined with 59 PPP expert interview correction index system,a general PPP project evaluation system was determined.The system is based on project establishment,bidding,project construction,project operation,and project handover,and includes five secondary and 32 third-level indicators.The project operation phase is the key assessment part.The performance evaluation model of PPP project is established by AHP and fuzzy comprehensive evaluation method,which is more than 50% in agreement with the index weight evaluation system that has been successfully constructed.The weights constructed in this paper have good reliability.Finally,an empirical analysis is carried out on the PPP project of the urban inland river and lake water environment comprehensive management project of Haikou City and the comprehensive development PPP project of Hengqin New District of Zhuhai.After comprehensive measurement and evaluation,the total score of the project is 5.44 and 7.12 respectively.The experience of implementing the PPP project in the Haikou Town River Project is relatively insufficient.The understanding of the PPP model is more in the project construction,and the issues such as the project pre-project,bidding and post-project operation are not enough.Zhuhai Hengqin New District Comprehensive Development Project exists in the construction process,which is affected by external factors such as slow land acquisition and demolition,construction and mutual influence,affecting construction progress and increasing project site management costs.At the same time,the approval process such as engineering funds,audit risks,and construction cost confirmation is long,which affects the efficiency of project promotion.Therefore,exploration of innovation and sustainable development in the PPP model should be strengthened.Continue to carry out the selection of PPP demonstration projects.Improve the communication and coordination mechanism,approval process and risk division of all parties in communication.Strengthen the whole process evaluation and assessment of project implementation.
