Research On Performance Evaluation Of Denitrification Transformation Project Of China Resources(Lianyuan)Co.,Ltd

In recent years,China's public environmental expenditure grows very rapidly.Huge investment has brought a huge number of environmental projects.This has played a positive role in achieving the goal of pollution reduction and promoting the improvement of environmental quality.However,what about the economy,the efficiency and the effectiveness of such a large fiscal expenditure?The performance of environmental funds has become the focus of public attention,and the call for performance evaluation of environmental protection funds is increasing.During the 13th Five-Year Plan period,our province's goal is to control the NOx emission within the range of 550,000 tons.Provincial Environmental Protection Department attached great importance to thermal power enterprises' denitrification transformation programs,held several special meetings,and issued a document to plan and to promote the construction of denitrification.The fiscal department arranged 53 million special funds to support thermal power enterprises' denitrification transformation project.One of them is China Resources Power(Lianyuan)denitrification transformation project.This paper takes the example of the performance evaluation of the China Resources Power(Lianyuan)denitrification transformation project as the object of the study.Firstly,understanding the operation of the performance evaluation system of this denitrification transformation project.And then analyzing its problems from the organizational management process and the index system of the performance evaluation and analyzing the causes of the problem.Through the review of the literature,interviewing and other methods,combined with the actual situation of the power denitrification project,performance evaluation system of environmental pollution improvement special fund is optimized for the problems identified,which enable our province not only to establish and improve the environmental performance evaluation system,but also to improve the efficiency of the use of funds.Finally,the AHP method is used to assign new weight of the optimized performance evaluation index system,and a new performance evaluation index system is obtained.Using the new performances index system,and getting the new evaluation results.Then,comparing the old one with the new one,making the conclusion.
