Research On The Performance Evaluation Of PPP Project Based On ESG

Accompanied by the rapid urbanization process,the amount of urban waste generated has shown explosive growth in recent years.Due to the serious lag in the supply of waste treatment facilities,the phenomenon of "garbage siege" occurs frequently.In July 2017,China announced that the government-involved sewage treatment projects will fully implement the PPP model,aiming to further standardize the waste treatment market and increase public participation.However,the development time of PPP projects in China is relatively short,and the performance evaluation is still in the exploratory stage.How to improve the performance and promote the construction quality and operational efficiency of PPP needs to design a scientific and reasonable performance evaluation index.This study expects to incorporate non-financial factors such as greenness and sustainability into the performance evaluation based on the theory of ESG and stakeholders,and build a reasonable and scientific PPP project fund on the basis of referring to previous research results performance evaluation system.First of all,by sorting out the current research status of waste treatment and PPP project-related literature,combined with current development requirements,and taking ESG as the development concept of PPP projects,this paper clarifies the three main performance objectives of waste treatment PPP projects,including environment,society and governance.Then,the necessary performance evaluation indicators are obtained through statistical literature analysis.Using the expert questionnaire survey method and the TOPSIS method for verification,32third-level indicators were screened,and the weight of each level indicator was calculated by the analytic hierarchy process,and the performance evaluation system of the waste treatment PPP project was obtained.Then,based on the fuzzy comprehensive evaluation method,the performance evaluation model of the PPP project based on the concept of ESG is constructed.Finally,use the fuzzy comprehensive evaluation method to score and evaluate the project,analyze the feasibility of the performance evaluation system in this paper,and use the results as a basis to put forward relevant improvement suggestions.Finally,the results of this paper are expected to provide reference for the financial performance evaluation of Chinese waste treatment,and also have important reference significance for promoting the sustainable development of Chinese waste treatment PPP projects.
