As China's economy enters a new normal,the economy has changed from high-speed growth to medium-high growth,and the Chinese economy urgently needs to find a new growth point.Therefore,the traditional extensive growth mode has been transformed to rely on innovation capabilities and efficiency to promote Economic growth has become a necessary measure for China's economic development under the new normal.As an important strategic reserve zone of China,the Yangtze River Economic Belt is one of the country's "three major support belts".It runs through the three major regions of China's east,west and west,and there are many national or provincial-level high-tech industrial parks distributed in eleven provinces and cities along the route.Also known as China's "high-tech corridor".At the same time,the“Yangtze River Economic Belt Innovation Drives Industrial Transformation and Upgrading Plan” issued by the state in 2016 also pointed out that the Yangtze River Economic Belt has huge development space in the next ten years and has high development prospects.From this point of view,the Yangtze River Economic Belt is bound to become China's "main battlefield" for accelerating industrial transformation and upgrading through innovation.Therefore,studying the technological innovation efficiency of the Yangtze River Economic Belt will achieve high-quality economic development under the new normal economy and enhance China's innovation capability.As well as the realization of innovative national strategies,they have extremely important practical significance.After explaining the research background and research significance of the scientific and technological innovation efficiency of the Yangtze River Economic Belt,this article selects the appropriate input-output indicators by referring to relevant literature,based on the 2007-2017 statistical yearbook of Chinese cities,and applies the DEA model to the Yangtze River Economic Belt.The efficiency of science and technology innovation in 108 districts and cities was analyzed from 2006 to 2016,and the comprehensive efficiency of science and technology innovation in each district and city was obtained.After analyzing the input and output of scientific and technological innovation and the efficiency of scientific and technological innovation in the Yangtze River Economic Belt,the spatial correlation analysis was carried outusing stata software,and the technological innovation efficiency of each district city was displayed on the map through ArcGIS software.Differential characteristics.After selecting the indicators of innovation environment elements,and collecting relevant data to conduct a general analysis of the development of various elements of the innovation environment in the Yangtze River Economic Belt,and then through the common panel data model and spatial econometric model to explore the innovations affecting the technological innovation efficiency of the Yangtze River Economic Belt,respectively Elements of environmental impact.Finally,on this basis,countermeasures and suggestions for improving the efficiency of scientific and technological innovation in the Yangtze River Economic Belt are proposed.The study found: first,the innovation efficiency of the Yangtze River economic belt has significant spatial correlation.The efficiency of urban scientific and technological innovation in the lower reaches of the Yangtze River economic belt is higher than that in the central and western regions as a whole,and with the passage of time,the efficiency of urban scientific and technological innovation in the lower reaches of the Yangtze River economic belt is gradually improving,and the efficiency of some urban scientific and technological innovation in the upper and middle reaches of the Yangtze River economic belt is also increasing.Second,the innovation environment composed of the level of infrastructure construction,the quality of workers,the level of economic development and other elements is an important variable affecting the innovation efficiency of the Yangtze River economic belt.The results show that the improvement of infrastructure construction level,economic development level and industrial modernization level can effectively promote the efficiency of scientific and technological innovation in the Yangtze River economic belt,while the quality of workers and the degree of emphasis on government education have no significant effect on the efficiency of scientific and technological innovation.Third,there is spatial heterogeneity in the impact of various elements of innovation environment on innovation efficiency in the Yangtze River economic belt.Infrastructure construction plays a significant role in promoting the efficiency of scientific and technological innovation in the middle reaches of the Yangtze River,but not in the upper and lower reaches of the Yangtze River.The level of economicdevelopment has a significant positive effect on the efficiency coefficient of scientific and technological innovation in the upper and lower reaches of the Yangtze River,but has no significant effect on the efficiency of scientific and technological innovation in the middle reaches of the Yangtze River.The level of industrial modernization has a very significant positive impact on the efficiency of regional scientific and technological innovation in the upper reaches of the Yangtze River,but it has no significant impact on the efficiency of scientific and technological innovation in the middle and lower reaches of the Yangtze River.The actual level of foreign investment has a significant positive effect on the efficiency of scientific and technological innovation in the middle reaches of the Yangtze River,a significant negative effect on the efficiency of scientific and technological innovation in the upper reaches of the Yangtze River,and no significant effect on the efficiency of regional scientific and technological innovation in the lower reaches of the Yangtze River.Finally,according to the conclusion of the study,four policy suggestions are put forward: first,strengthen infrastructure construction and improve the environment for innovation and development.Second,optimize the environment for the transformation of scientific and technological achievements and improve the efficiency of the transformation of scientific and technological achievements.Third,we should fully consider the differences between regions and take targeted measures.Fourth,strengthen the leading role of central cities and promote the steady improvement of innovation efficiency.
