Water is a basic resource supporting economic,social and ecological sustainable development,and its development and utilization are related to the overall strategic situation and long-term development.Since the 18 th National Congress of the CPC,General Secretary Xi Jinping deeply inspected the national situation and water conditions,established a "river strategy",and provided a scientific action guide for water control in the new era.The Yangtze River Economic Belt as a powerful engine for China’s high-quality development,with the rapid development of social economy in recent years,the contradiction between water shortage and water environmental pollution has become increasingly prominent.The low per capita occupancy and the different utilization models run counter to the beautiful picture of high-quality development of the Yangtze River Economic Belt ecological priority,green and low carbon.On November 4,2020,General Secretary Xi Jinping stressed at the symposium on comprehensively promoting the development of the Yangtze River Economic Belt that "the restoration of the ecological environment of the Yangtze River should be placed in an overwhelming position" and "the Yangtze River Economic Belt should become the main battle field of China’s ecological priority green development and lead the main force of high-quality economic development".In this context,as China’s industrial and agricultural water agglomeration area and water ecological function area,the Yangtze River Economic Belt must improve the green efficiency of water resources,make up for the shortcomings of regional water pollution control,and improve the quality of regional water environment in order to protect and treat a river and improve the well-being of the people.In this paper,the green efficiency of water resources in 110 cities in the Yangtze River Economic Belt from 2004 to 2019 is studied.Firstly,the theoretical connotations,measurement evaluations and influencing factors related to the green efficiency and high-quality development of water resources are sorted out and summarized;then,the status quo of social and economic development and water resources exploitation and utilization in the Yangtze River Economic Belt and its upper,middle and lower reaches are described and analyzed statistically;secondly,the green efficiency of water resources in the Yangtze River Economic Belt is measured and evaluated by using the ultra-efficient EBM-GML model that contains both radial and non-radial directions,and spatial correlation tests are carried out and its spatial distribution characteristics are described;finally constructing datum regression models and spatial panel quantile models to identify the extent to which economic development factors,physical geography factors,and government policy factors contribute to the green efficiency of water resources.The findings suggest:(1)The overall green efficiency of water resources in the Yangtze River Economic Belt showed an upward trend from 2004 to 2019.There are local fluctuations in the upper,middle and lower reaches of water resources green efficiency,but the trend is consistent with that of the Yangtze River Economic Belt as a whole.Compared with the same period,the average green efficiency of water resources is downstream,upstream and middle reaches in descending order.(2)From the perspective of spatial distribution,the green water resources of the Yangtze River Economic Belt showed a more significant spatial aggregation.The areas with high and medium and high levels of green efficiency of water resources are mainly distributed in Zhejiang Province,Jiangxi Province,Hubei Province and Yunnan Province,and the number of low-efficiency zones in Jiangsu Province,Anhui Province and Sichuan Province in the middle and low levels of green efficiency of water resources is increasing.(3)From the perspective of influencing factors,in addition to physical geography factors,economic development factors and government policy factors need to be strengthened to boost the green efficiency of water resources.Compared with the mean regression estimation results,the spatial panel quantile model discovered the level of economic development and government control have a greater impact on cities with high or lower levels of green water resources efficiency,and the degree of industrial structure,resource endowments,science and technology and foreign trade has a stronger impact on cities with medium levels of green efficiency of water resources.
