A Geological and Mining Group is a large-scale integrated geological and mining group specializing in geological exploration,geophysical exploration,chemical exploration,hydraulic environment,core drilling,oil and gas drilling,mapping,analysis and testing,rock and mineral testing,remote sensing research,mining development,precious metal marketing.The group has just completed the transformation from the institution system to the enterprise system.The internal enterprise system and mechanism need to be further improved.The relevant policies of the state for the enterprise transformation are still not in place,and there are still many areas to be improved in the overall operation.With the accelerated pace of marketization and the intensified competition in the geological and mining market,group a still needs to further unify the concept and pace of industrial transformation and upgrading,and has insufficient understanding in following the macro strategy,expanding the market field,building a new pattern of industrial development,and improving the incentive mechanism.After the enterprise operation,group A is faced with the dilemma that the original talent team structure is not reasonable,and the high-end talents in geological exploration professional technology,operation management,marketing,capital operation,international operation,etc.are very scarce.In order to make group a adapt to the operation mode of enterprise,to be in an advantageous position in the increasingly fierce market competition,to speed up the development of geological exploration and mining development business,to expand domestic and international market business,and to formulate an industrial development strategy with strong feasibility,high operability and promotion is particularly necessary.This article is supported by the previous research results,using the SWOT method to analyze the external and internal environment facing Group A,and using the analytic hierarchy process to quantify the development opportunities,challenges,internal advantages and disadvantages of the group.On this basis,the group was formulated The development strategy of the geological exploration industry.The analysis results show that the opportunities facing the group are good,and the group's internal comparative advantages are obvious,but the insufficient development of backup resources within the group and the shortage of technical talents should not be underestimated;disorderly competition in the industry and homogeneous competition among peers deserve attention.Therefore,Group A should give priority to the formulation and implementation of the S-O strategy;and use the fuzzy comprehensive evaluation method to evaluate the priority implementation of the S-O strategy.The analysis results show that the S-O strategy is excellent.The five strategies of resource guarantee,integration of industry and finance,reorganization and integration,technological innovation,and talent strengthening are formulated accordingly,which indicate the direction of the group's future development.In order to ensure the reliable and efficient implementation of the group's strategy,the paper puts forward five guarantee measures for the implementation of the strategy,namely,expanding the geological exploration system,expanding the overall layout of resources,optimizing the capital structure,developing the mixed ownership system,realizing the industrial restructuring and integration,continuously strengthening the internal management,strengthening the technological innovation ability,enhancing the development momentum of the enterprise,strengthening the construction of the talent team,and cultivating high-quality Technical echelon.
