South China sea, which has a wealth of resources such as oil, gas, fisheries and tourism is the largest area of China's ocean waters. Because of the bilateral relations of countries, and subject to the influence of the United States and Japan and other Asia-Pacific policy, so in recent years, South China Sea becomes the hot issue of the Asia-Pacific and the word. The author believes that, China has passive in the South China Sea issue, mostly due to the slow pace of development process in the South China Sea area. Therefore, on the basis of elaborating the theories such as personnel learn, motivation theory and talent flow theory, and analyzing the regional human resources strategy, focus on the case of large-scale development of the western United States and China's western development, summing up the human resources strategy and it's implementation strategy which can provide a reference for the development of South China Sea.According to the reality of the unique geography of the South China Sea which has extensive oil and gas, bio-resources, basing on the principle of adaptability, flexibility and stability establishing the goal of the development of the talent strategy planning:establishing a personnel which can support the maintenance of the South China Sea sovereignty, and achieve integrated ocean management, and adapt to the development of marine resources, marine environmental protection and sustainable marine development of internationally competitive. And according to State personnel policies, the development of the South China Sea and the actual needs of South China Sea regional development, establishing the basis for the type of talent and the forecast of talent. Under the premise of the South China Sea Development Corporation which is the carrier of the implementation of the talent strategy, exploring Hainan as a base for the development of South China Sea, increasing human capital investment, attaching much importance to the education of ocean development, which are conducive to develop personnel, select new talent, motivate and retain talent. Meanwhile, in the development of the South China Sea, the government's macro-control has unparalleled advantages, the government should play its vision and concept forming ability, organization and implementation capabilities, communication skills and management capacity, strengthening construction and promotion of marine legal system, create a favorable macro environment for the development of South China Sea.
