Research On The Development Strategy For Marine Economic Of Qingdao West Coast New Area

21st century is ocean century.As a comprehensive economic system,ocean economy has evolved into a growth point of national or regional development.The focus of Chinese economic development is also moving from continental economy into ocean economy.Under current situation,China attaches great importance to the development of ocean economy,with the Party Central Committee and the State Council proposing the target of establishing the ocean economic powerhouse.On 3rd June,2014,the State Council approved the strategy to establish the new area of west coast in Qingdao as the ninth national-level new area.Taking development of ocean economy as the theme,this plan laid more emphasis on the management,planning and development of the ocean,playing an positive role in promoting the transition and development of the economy in eastern coastal region and building a ocean powerhouse.Against this backdrop,making research on development of ocean economy is very meaningful in terms of theory and reality.On the basis of classifying the existing research,this paper uses theories and methods of economics and management to explore and analyze the development of marine economy in West Coast New Area.Firstly the development scale of marine economy and industrial layout in West Coast New Area is analyzed,and the problems about the development bottleneck of marine economy in West Coast New Area that are classified and summarized are as follows: the scale of economic aggregate of marine economy is are not quite big,the structural contradiction of marine economy is complicated and competitive industries with international competency aren't enough.Secondly,after analyzing the development conditions of West Coast New Area,the SWOT analysis matrix of marine economy development is built,the advantages of this area shows in the matrix are as follows: superior location and transportation,rich marine resources,advantageous port and gathered scientific and innovative resources;the disadvantages of this area are as follows: the marine primary industry and secondary industry need to be transformed urgently,the marine characteristic industrial parks aren't cooperated well,the commercialization of achievements in science and technology isn't effective,and the synergy of land and sea materials isn't efficient;the opportunities of this area are as follows: domestic and foreign marine emerging industries are expanding and transferring,being the important fulcrum of “the Belt and Road” of China,driving by the development pattern of metropolis of Qingdao,carrying the responsibility of national new area and marine mission;the challenges facing by the area: intensified competition of marine economy in international environment,huger pressure of integrating marine economy,and stressful mission of protecting marine ecology.In the end,this paper raised researchable suggestions from two aspects: development strategy and protection methods.From the aspect of development strategy of marine economic development: firstly,positioning the marine economic development of West Coast New Area clearly,secondly offering specific strategies and suggestions to promote the marine economic development of West Coast New Area from four aspects: building modern marine industry system,strengthening marine technology innovation competency,and innovating the mechanism of cooperative development from land and sea.From the aspect of protection method of marine economic development: offering researchable methods mainly from four aspects which are the support of marine resources management,the support of service assurance,the support of ecologic environment and the support of marine talents.Different from most researches on development of ocean economy in some specific areas,the passage from micros perspectives,summarizes some specific problems and presents some reasonable tactics and safeguard measures,having some referential significance for development of ocean economy in administrative divisions.
