Cost Benefit Evaluation Of Comprehensive Utiliation Of Straw Resources

Starting from the fact that the energy supply is tight in our country,and the crop straw is seriously wasted as a renewable resource,this paper investigates and analyses the current situation and problems in the utilization of crop straw in Heilongjiang Province,combines the project of crop straw resources with the theory of fuzzy mathematics,establishes the cost-benefit evaluation model of crop straw utilization,and from the economic effect.From three angles of social effect and ecological effect,the evaluation index system was constructed,and the economic,social,ecological and comprehensive benefits of the straw project were evaluated,which provided a basis for the rational utilization of straw resources in Heilongjiang Province.This paper draws the following conclusions through research(1)In order to scientifically evaluate the comprehensive benefits of crop straw utilization,this paper establishes an evaluation index system for the benefits of straw utilization from three aspects:ecological rationality,economic feasibility and social acceptability,including three main indicators of economic benefits,social benefits and ecological benefits,and nine sub-indicators of population.(2)Applying analytic hierarchy process to determine the weight of each index,and with the help of the theory of fuzzy mathematics,the membership functions of each benefit evaluation index of straw utilization are constructed respectively,thus realizing the quantification of the index,and standardizing the specific index value with dimensionless to 0-1 interval.On this basis,using the method of fuzzy weighted synthesis,the evaluation model of straw utilization benefit based on the result of fuzzy comprehensive evaluation was established.(3)From the result of benefit evaluation of the project,straw power generation has the best comprehensive benefit,ecological benefit and social benefit,can bring a lot of employment,economic benefit is better;the economic benefit of straw returning is the best,but the ecological benefit and social benefit is not good;straw biogas also has the best ecological benefit,but the economic and social benefit is not good;straw feed;Economic benefit is the worst,social benefit and ecological benefit are general.(4)From the perspective of the utilization of straw resources in Heilongjiang,Heilongjiang should make great efforts to use straw to generate electricity,which can not only bring a large number of jobs,form good ecological and social benefits,but also obtain better economic benefits.It is the best way to use straw.At the same time,we should encourage the use of straw to return to the field,so as to bring good economic benefits to farmers.Straw feed and biogas can also be used appropriately to improve ecological benefits.
