Water quantity and water quality are the basic attributes of water resources,and water resources that meet water quality requirements can be effectively used.From the perspective of quantitative and qualitative coupling,the rational evaluation of"efficiency"based on the"quantity"and"quality"of water resources can provide theoretical support for the efficient and sustainable utilization of regional water resources.The coordinated development of the Beijing-Tianjin-Hebei Region has become a major national strategy and a model project to promote the inter-regional development of the country.Therefore,this paper takes the Beijing-Tianjin-Hebei Region as the research object.On the basis of literature review and data collection,this paper analyzes the situation of industrial coordinated development in the Beijing-Tianjin-Hebei Region,analyzes the spatial and temporal evolution characteristics of water resources conditions and utilization development and utilization in the Beijing-Tianjin-Hebei Region,and calculates the marginal benefit and efficiency of water resource utilization in the Beijing-Tianjin-Hebei Region,constructs a Regional water resource utilization utility evaluation index system from the quantitative and qualitative coupling perspective,and evaluates the water resource utilization utility in the Beijing-Tianjin-Hebei Region,aiming to provide scientific basis for the fair,efficient and sustainable utilization of water resources in the Beijing-Tianjin-Hebei Region under the coordinated development.The main research contents and achievements of this paper are summarized as follows:(1)Based on the theory of channari industrialization stage and the location quotient index,this paper studies the industrialization stage of Beijing-Tianjin-Hebei Region,and analyzes the industrial structure layout and industrial structure relationship of Beijing-Tianjin-Hebei Region.The results show that:Beijing is in the post-industrialization stage,Tianjin is in the late industrialization stage,and Hebei province is in the middle industrialization stage.Among the three provinces(cities),Beijing has the most obvious advantage in the tertiary industry.The secondary industry in Tianjin has obvious advantages,while the primary industry in Hebei province has great advantages.The industrial structure and upgrading progress of the Beijing-Tianjin-Hebei Region vary greatly.The diffusion effect of industrial structure upgrading has not been manifested,and there is broad space and potential for Regional industrial cooperation.(2)The spatial and temporal evolution characteristics of water resource conditions and water resource utilization in the Beijing-Tianjin-Hebei Region from 2003 to 2017 were systematically analyzed by using coefficient of variation and coefficient of tyre.The results show that in terms of water resources,the total amount of water resources and per capita water resources in Beijing-Tianjin-Hebei Region show a trend of increasing first and then decreasing.The imbalance of spatial distribution gradually increases with the evolution of time,and there is a significant difference in the imbalance among cities.In terms of water resources utilization,the total amount of water used fluctuated slightly around 25 billion m~3.Spatial unevenness tends to increase with time,and the unevenness difference among cities is not significant.The water consumption structure is characterized by the decrease of agricultural and industrial water consumption year by year,and the increase of domestic and ecological water consumption year by year.The spatial imbalanced distribution of agricultural water,industrial water and domestic water was not significant over time,and the spatial imbalanced distribution of ecological water was significant.The regional water use efficiency is greatly improved,the spatial unevenness tends to decrease with time evolution,and the imbalance between cities is significantly different.(3)Cobb-Douglas function and data envelope-analysis method were used to measure the marginal benefit and efficiency of water resources utilization in the Beijing-Tianjin-Hebei Region from 2003 to 2017.The results show that the marginal benefits of water use in primary industry,secondary industry and tertiary industry in the Beijing-Tianjin-Hebei Region increase year by year over time,and the marginal benefits of water use in each industry over the years are shown as that the tertiary industry>the secondary industry>the primary industry.The water resource utilization efficiency in the Beijing-Tianjin-Hebei Region shows a trend of fluctuating growth.The average annual water resource utilization efficiency of various industries is that Beijing>Tianjin>Hebei.(4)From the perspective of water-quality coupling,a Regional water resource utilization utility evaluation index system was established,which took the three criterion layers of water quantity,water quality and water ecology as the framework,and covered 15 indexes such as water resource development and utilization rate,COD discharge rate and water consumption rate of ecological environment.It is found that the main influence indexes of water resource utilization efficiency in Beijing-Tianjin-Hebei Region are water consumption per ten thousand yuan of GDP,water consumption per ten thousand yuan of added value of industry,water resource development and utilization rate,centralized sewage treatment rate and water quality standard rate.(5)This paper adopts the evaluation index system of Regional water resource utilization utility constructed in this study and evaluates the water resource utilization utility in Beijing,Tianjin and Hebei Region with the fuzzy comprehensive evaluation method.The evaluation results show that in recent years,the utility status of water resources utilization in Beijing has changed from poor to good,and has been improved obviously.The utility state of water resources utilization in Tianjin has changed from relatively poor to general state,and has been improved to some extent.The utility status of water resource utilization in Hebei province has changed from poor to general,but the score is close to the threshold value of general grade.It is urgent to improve water quality and improve water ecological environment to improve the utility of water resource utilization.In view of the evaluation results,the main reasons affecting the utility status of water resources utilization in the beijing-tianjin-hebei region were analyzed.
