Hulunbuir Land Comprehensive Carrying Capacity Evaluation

Human's production and life can not be separated from the land resources,and the National Economic construction and social development can not lack the basic security role of the land resources.The limitation of land resources leads to the existence of the upper limit of the comprehensive carrying capacity of land resources in a specific space-time range.As the pace of socio-economic development in the city of HulunBuir continues to accelerate,the population urbanization rate and the industrialization rate have increased year by year,and the development of various pillar industries such as infrastructure construction,industry,mining,and tourism has increased the demand for urban construction land.The intensity of land development and utilization has risen sharply,and the contradiction between limited land resources and Urban Development has begun to appear.Therefore,in order to ensure the sustainable economic and social development of HulunBuir,improve the comprehensive utilization rate of land resources,and further improve the evaluation value of the comprehensive carrying capacity of HulunBuir land resources,through the evaluation of the evaluation system of various subsystems and various indicators,analysis of the reasons and put forward corresponding countermeasures become very important.Through reference to a large number of domestic and foreign research achievements on land bearing capacity,this paper combs and summarizes the relevant theories and research methods,and formulates the technical route for this research and evaluation.The research methods of literature research,extremely standardized method,analytic hierarchy process(AHP)and multi-objective comprehensive evaluation method were adopted to fully use the basic theories of sustainable development,human-land system theory,location theory,etc.,and combined with the land use situation and characteristics of HulunBuir City.A research and evaluation system for comprehensive carrying capacity of land resources in HulunBuir city is constructed.The comprehensive carrying capacity evaluation system of land resources consists of three evaluation subsystems,namely ecological environment,social and economic carrying system.According to the relevance of the evaluation object,a total of 12 evaluation indicators were selected,and the comprehensive carrying capacity of land resources in the research area was evaluated from two aspects.The vertical study of the changes in the comprehensive carrying capacity of land resources in the past 10 years was conducted.The level of land resources carrying capacity in 12 allied cities in Inner Mongolia Autonomous Region in 2017 was compared horizontally.The findings of the study are as follows:(1)Results of the evaluation of the comprehensive carrying capacity of land resources in HulunBuir City: 1)The longitudinal comparison is based on the evaluation and comparison results of the comprehensive carrying capacity of land resources in HulunBuir City from 2008 to 2017.According to the evaluation results,the overall carrying capacity of land resources in HulunBuir City during the decade has been increasing year by year.It is worth noting that since 2013,the rate of appreciation has increased significantly.In 2016,the overall carrying capacity of HulunBuir land resources reached its highest value.During this period,the ecological and environmental systems remained in good condition,and the economic,social,and ecological carrying systems developed in a balanced manner.The city's socio-economic development was relatively fast and the quality of life of the citizens improved greatly.Regional scientific rationalization of land resources development and utilization.2)Horizontal comparison compares the comprehensive carrying capacity of land resources between HulunBuir City and 11 other allied cities in the autonomous region in 2017.The results show that in comparison with 11 allied cities,HulunBuir City ranks 6th in the comprehensive carrying capacity of land resources,1st in ecological carrying capacity,7th in social carrying capacity,and 9th in economic carrying capacity.(2)According to the evaluation results,analyze the internal influence factors of the system and propose effective countermeasures,continuously optimize the level of comprehensive carrying capacity of land resources in the research area: establish a sound land use law and regulations system;We will strictly plan and control the use of land for construction,and adjust the main control indicators.Coordinate all kinds of land use of each industry to promote the coordinated development of urban and rural areas;We will step up efforts to adjust the industrial structure and transform the economic development model.We will step up efforts to protect the ecological environment and build demonstration zones for ecological and environmental protection.
