As an emerging driving force,scientific and technological innovation is a meaningful and significant field during the process of developing the marine industry.As a maritime power,Chinese government has always put marine work in a key position.In its report to 19 th CPC National Congress,it again pointed out that scientific and technological innovation is the focus of building a maritime power.Since the government began to implement marine power strategy,in terms of investment in marine scientific and technological innovation,scientific research funds and talents continue to increase,however,resources about marine scientific and technological innovation are limited.Therefore,the efficiency of marine science and technology innovation in China has been the key point of the current “maritime power”strategy.This study first combed through domestic and international research results,and literature review includes the efficiency of science and technology innovation,marine science and technology innovation efficiency and the factors of marine science and technology innovation efficiency.Next,the concepts of science and technology innovation,science and technology innovation efficiency,marine science and technology innovation efficiency are defined,this study also elaborated in detail the innovation theory,the efficiency theory and the new economic growth theory.To better support the topic of this study,present situation of marine scientific and technological innovation about China was analyzed from input and output,finds the number of China’s marine scientific research institution is basically stable at more than 120;marine scientific and technological activity personnel and marine scientific research funds varies greatly from different places;Shanghai,Guangdong and Shandong rank top in the number of marine patent applications accepted and authorized and the number of published marine scientific and technological papers;the number of marine scientific and technological works published can be divided into three stages of growth,2006 to 2009,2010 to 2013,and 2014 to 2018.Empirical research part is the focus of the research: about evaluation of marine science and technology innovation efficiency,firstly,through the DEA model,a scientific and reasonable evaluation index system about marine science and technology innovation efficiency is established,later,the spatial and temporal evolution of Chinese marine science and technology innovation efficiency was analyzed,findings suggest that efficiency of marine science and technology innovation in 2006-2018 is mainly low efficiency and medium efficiency,except for2010 and 2018,the efficiency value in Hebei province has been at a high level;furthermore,there are significant differences in efficiency about 11 coastal provinces and cities from 2006 to 2018.Then,based on the superimposed combination of innovation input and innovation efficiency,the paper consider marine scientific and technological innovation development type of 11 coastal provinces(cities),leading the way includes Liaoning,Shanghai,Shandong and Guangdong,the promotion-oriented representative area is Hebei,the breakthrough type includes Tianjin,Jiangsu and Zhejiang,the lagging type includes Fujian,Guangxi and Hainan.About marine scientific and technological innovation efficiency factors,the paper selected professional title structure of marine scientific and technological personnel,regional openness,the degree of marketization as factors,to explore the interaction of space,using Space Durbin model to identify and analyze factors of marine science and technology innovation efficiency and space spillover effect.Findings suggest that government support and marine practitioners literacy have a positive impact on local marine scientific and technological innovation efficiency,and negative influence on adjacent innovation efficiency;marine economic development level and marine higher education level have negative effect on marine science and technology innovation efficiency in local region,and positive effect on adjacent innovation efficiency;marine industrial structure can inhibit enhancement of marine science and technology innovation efficiency in local and adjacent areas;the job title structure of marine scientific and technological personnel,regional openness and degree of marketization will only promote local marine scientific and technological innovation efficiency.Finally,according to existing problems in innovation and development of marine science and technology and conclusions drawn in empirical analysis stage,suggestions were made on innovation and development of marine science and technology,from improving marine science and technology personnel quality,improving the level of coastal opening and so on.
